it was strange, the error was that the Windows code had been used before, but MS just reactivated when I called, no questions asked
So I think it has something to do with Activating on a Virtual Machine, lots of similar issues on Parallels website.

Could well be - I've heard of issues relating to the machine ID not being unique with virtual machines.
