You'd need like 51% of that being black for Sasol Holding to qualify as a black shareholder for Sasol SA.
Also, holding through RAs, pension funds (so all the Allan Gray, Coronation, GEPF, Black Rock...) do not count for the BEE points probably because the fund manager (who's not necessarily black at all) holds the voting rights and not you.
Sasol operates in a regulated environment (liquid fuel charter being part of the Petroleum Products Amendment Act and compulsory) where it is required for them to have 25% BEE shareholding to keep their license. It's not kissing the government but being able to operate.
