Suppose it may be a good thing the leeches are exempted. If they are put on rotation they'd just install overpriced backup systems at our expense. In addition to the backup systems they should already have in place.

Transformer that feeds my street is faulty... CoCT is aware... after loadshedding , it needs manual intervention...usually a whole crew to get it up and running. CoCT has no intention of replacing it, --so no loadshedding is the result...

So they are exempt… besides that its still a crappy area.
