Like the title said - who is to blame for IS International outages?

Hellskommels?

IS themselves?

It is not fun, gives me grey hair when users phone in to complain they can't receive or send mail from/to overseas... also the browsing issue...

Exciting? NOT!

T_L - while it is safe to assume that Telscum play a part in IS woes, quite frankly as a consumer that doesn't concern me. That is their problem not mine, blaming Telscum is a cop out on their part. I get a service from them - they are the provider they take the blame.

International cap in SA aint cheap, and having International down/Cut-off is like having no ADSL at all. (local content are minimal)

I think specially people on uncapped IS accounts will be "unhappy" when International goes down, and runs crap for another 3-5days. or sometimes even for a week or two. Since last time i checked uncapped accounts aint cheap... and you are paying to get a 24hour/7days a week/4weeks a month uncapped internet service.

Sure telkom and other ISP's claim its a best effort service.. But its also true that you cannot sell a broken service.. Specially at those high prices.

If they cannot provide international access on uncapped accounts for 95% of the 24/7/4weeks thingy... Then they must lower the cost of the service. Since you cannot be charged full rate for a sloppy/best-effort connection.
