Why a sugar tax on beverages won’t tackle obesity in South Africa

Is there going to be a tax on actual raw sugar, i.e. the Huletts bags of the pure stuff? If not, how would it make sense to tax it's use in a specific product, but not tax the bags? And why not a tax on chocolate bars and ice cream? Why only soft drinks? After all, if they rationalise that sugar is unhealthy in drinks, surely they should be consistent and apply the logic to any product that contains sugar?
