Why are some cars covered in thick 'polish' swirls?

I've noticed that some black people are driving around in cars covered in what looks like white polish that has been left on to dry in swirls.

Someone suggested this is 'muti' to protect them from accidents?

Trouble is, these cars are usually covered in dents anyway so i think they need to get their money back.

Anyone know what it is?

You get a shinier finish if you leave the polish on for a long time. (I think that's the reasoning, anyway).

Cause they think leaving the polish on for longer means a better result.

hahahaha :D, i think it's because they want the polish to give off a shinier look...

won't that just attract dust and dirt and cause scratches to the paint when you end up taking it off?

eventually they'll polish it off sometime, its like those maids that walk around the street with huge face masks on in the middle of the day
