Nope, it is not proprietary to Telkom. Actually #004# does the same, but on a different software level. ##002# calls a program which handles number of resets and you don't need to try other codes after ##002# reports success. It is why a single code ##002# is recomended when going overseas. There is more self-service codes, see more: http://wiki.howardforums.com/index.php/GSM_Network_Codes
As for *004# for activating voice mail, I am pretty sure that it won't work if you used ##002# before. Why? Little brain practice is required to answer such a question, but not really much.
