Why does my phone let me turn on Wi-Fi even when the phone is locked?

Hi,

I don't know why, but when my phone is locked by pin, I can turn on my Wi-Fi, just as I can my torch. But the mobile data can only be turned on and off once the phone is unlocked. Does anyone know how to fix this? I use a Sony Xperia XA2 Ultra.

It's a security feature so if you're incapacitated you can access certain emergency features.

Because WiFi usually is free, data is paid. If someone gets your phone, turning on WiFi can only access known SSID, mobile data you'll pay for, plus it's probably easiest to emulate a mobile operator to man-in-the-middle as you can change the SIM card.
