Why does the location from my IP address not match my actual location?

Using CellC I sometimes get sites think I am from a French speaking country. Mozilla comes to mind when I wanted to download Firefox it pointed me to the French version.
Not sure if it still does.

I get the same on Mweb uncapped mozilla's site is in spanish....

Cell C IP address ranges and speedtest.net locations

I have noticed the following after disconnecting and reconnecting a couple of times.
Every time I get a different IP range and speedtest.net "detects" me as being in a different location.

First connection:
IP address: 41.55.140.xxx
DNS: 41.48.23.30
Speedtest.net location: Cape Town

2nd Connection:
IP address: 197.170.105.xxx
DNS: 41.157.83.51
Speedtest.net location: Durban

3rd Connection:
IP address: 41.55.98.xxx
DNS: 41.48.23.30
Speedtest.net location: Gauteng

Couldn't notice a difference in speed or pings though. Why the different ranges and why the different "detected" locations?

A point on ranges...
Some ranges have no international access.
Other ranges disconnect every minute.
Reconnecting usually helps.
