Another problem was that the proposed price increases would not have been able to be implemented at municipal level for July 1 this year due to the lateness of the application.
This is the only reason. Treasury effectively overruled Eskom & NERSA. Treasury would much rather deal with 1 parastatal with screwed finances than having to deal with *all* the municipalities budgets nuked by a surprise hike. Those munis can't even keep their sht straight when there are no surprises so I can see why treasury laid down the law to stop it.

It's because Eskom is getting enough money, they are just not spending what they get correctly. They are wasting a lot of money.
