I understand the intent is to address inequalities of the past, but surely there is a better way.
Easy:
Look at education and income of the person, then weight that with the income and education of their parents.
By default in South Africa, this would be heavily biased towards black people. So someone coming from a poorer background would be more eligible for a job than someone from a rich background.
Since it is impossible to tell whether someone is poor by looking at their skin colour, the "end product" of such a system would be a non-racial society. Of course this is the exact opposite of what the ANC want. The only thing they know is racism and discrimination. So they perpetuate it to benefit themselves.
