I understand the intent is to address inequalities of the past, but surely there is a better way.

Easy:
Look at education and income of the person, then weight that with the income and education of their parents.

By default in South Africa, this would be heavily biased towards black people. So someone coming from a poorer background would be more eligible for a job than someone from a rich background.

Since it is impossible to tell whether someone is poor by looking at their skin colour, the "end product" of such a system would be a non-racial society. Of course this is the exact opposite of what the ANC want. The only thing they know is racism and discrimination. So they perpetuate it to benefit themselves.

There is a major drive to get mor black pupils into white schools.
There would be a huge backlash if the number of black schools that was closed by the government is published .
But the point is that these pupils do not adapt well .
My wife teaches at a primary school and they have endless disciplinary problems with the black kids. She is sitting detention this Friday for 3 hours. Guess with how many white pupils vs black pupils.
There is a culture for their parents not to be involved in the school homework and they don't perform well.
And because government forces the achools to take as many kids as possible these classes have far too many pupils.
But in my professional live I worked with many black graduates and they were on par with the rest.
