Has the author looked out the window recently?
Looked at some world (climate) events?
Compared these things to historic data?

Sorry - all credibility for the rest of this article just went out the door with that sentence. Which is a pity, it started well...

Then just my opinion: regarding the "real free market" comment, does the author really honestly believe coal does not receive subsidies (in various forms) and such currently?

I think the keyword here is buying. Lots of people using electricity just not paying for it. Like some municipalities...
They were referring to usage. The complaint relates to the reduced use of electricity.

Must honest South Africans pay for Eskom’s sins and follies? I’m afraid we must. If we don’t, the economic consequences for the country are calamitous.
I know of many MSM articles that tries to tell me how I should actually think about atrocities and injustice, and accept them. Here's a gem:
