Withholding vehicle license?

Can the traffic department withhold a vehicle license when the same owner has another vehicle with an outstanding license?

The other vehicle is not on the road and does not have a road worthy certificate.

They took the money for the roadworthy vehicle and supplied a receipt for the payment but won't hand over the license disc.

Asking for a friend.

Municipalities are known to make up their own $hit which sometimes are not legal. This probably being one of them until such time that it's legally challenged and the practice overruled by a court they will simply continue to do so.

The two are unrelated and effectively they are not allowing you to use a vehicle with a valid licence(technically you cannot drive the vehicle on the road) as they do not want to issue the licence because of arrears on another vehicle owned by you.

If you can't keep one vehicle's licence up to date you shouldn't be owning 100's of vehicles

Regulation 25(7) of the National Road Traffic Regulations, 2000 holds that the licensing authority may refuse to issue a licence disc in respect of a motor vehicle –

a) which may not be operated on a public road;
b) the owner of which owes any [licensing] penalties or fees in terms of the provisions of this Act;
c) which is an “off road” vehicle – like a quad bike;
d) the owner of which is also the owner of another motor vehicle the licence of which has expired more than 23 days ago;
e) in respect of which a South African Police Service clearance has to be submitted;
f) if a warrant of arrest in respect of an offence in terms of this Act has been issued [under the Criminal Procedure Act] in respect of the owner of such motor vehicle;
g) the operator card of which has been suspended [only applicable to vehicles which require operator cards]; and/or
h) the owner of which has not been identified by means of acceptable identification;
i) the owner of which has failed to comply with the requirements of regulation 32A (1) and (3), which holds that a person or body must provide verification of their address particulars (verified their address particulars).

But if I have lets say 6 cars, one I don't use because maybe it's broken and I'm contemplating never using it again, but still undecided, should all 5 my other cars now be unused because of this one car?

This I would have no issue with, especially for those jumping red lights. But that isn't happening, they are just doing the easy **** like this license issue and people driving 91 in an 80 zone on an open road with nothing around.
