There's no separation between party and state, the state answers to the party. ..
You can either believe in and support the separation of party and state, and support that - and lay the blame on the state being influenced by the party, or accept that there is no separation, even in theory, and lay the blame on the party.

In this case, we should blame both the state and the party, but the state, being the entity we as the public have the greater interest in, and, in fact, the responsible entity for this shameful behaviour, should be held responsible.

The police don't like it when you record their laziness and indifference. The brass should install cameras at all stations with feed going to management. Fire station managers when cameras don't work.
