Not necessarily.

There are many people who freak out completely after smoking some weed.
Then you get the ones who can't function at all. They have a puff and turn into jelly.

So basically a third of the population would be worthless, the other third would be paranoid schizo's and the final third will be stuck doing all the work.

So, yeah. It will basically be the same as now.

You would see a large increase in the amount of respiratory problems due to the smoke inhalation. Though I suppose that would get cancelled out by the lack of headaches from whining pot addicts.
