There's a principle in law that you can't selectively prosecute in order to make examples. Scumral's picking those who owe the most is thus also illegal. They have to start prosecuting indiscriminately if they do.

i've never heard of that principle. what is it called.

I have to wonder how much of the fuel levy funds are siphoned off by connected cadres

It goes into the general fiscus. So public record will show what % actually goes towards Sanral vs collected but keep in mind municipal budgets separately for roads too
