What they earn
The salaries for executives working for state owned or state funded entities are generally perceived to be far less than the corporate world. This is often the reason given as to why industry is able to poach staff from institutions like ICASA, the Department of Communications (DoC) and Sentech.
The latest annual report from the DoC is for 2005/2006 – or the year ending 31 March 2006 and according to this report the average cost per employee for senior management at the Department was R 538 403 per annum.
While it proved very difficult to establish the exact salary of Communications Minister Ivy Matsepe-Casaburri or the DoC Director General Lyndall Shope-Mafole, the Minister most likely earns something in the region of R 1-Million while the DG’s remuneration package may be in the region of R 900 000 per year.
According to a Sunday Times report from earlier this year Cabinet ministers can expect their salaries to increase from R1-million to R1.4-million per year.
ICASA
The latest ICASA annual report, for the year ending 31 March 2006, provides a few clues about the salary packages of the top brass at the Regulator. Please keep in mind that these are not the latest figures as the 2007 annual report is not yet available.
According to the 2006 annual report, the basic salaries bill for ICASA came to R 49 999 053. This is up from R 37 479 622 over the corresponding period the previous year.
The total staff bill for the year ending March 2006 was R 88 540 792. With a staff compliment of 316 this translates into an average yearly package of around R 280 000 per employee.
ICASA paid its former CEO, Jackie Mache, a total remuneration of R 1 131 123 for the year 2006/07.
The report lists ICASA Chairman Paris Mashile with a salary package of R 872 628. The ICASA annual report gives Mashile’s salary as R 638 677 for the period 1 July 2005 to 31 March 2006, equating to around R 851 569 per annum.
According to the same ICASA report, Councilors had a remuneration package of R 677 532 per annum. This is significantly higher than the R 525 234 given in the annual report for the year ending 31 March 2006.
These may seem like good salaries, but it is not enough to stop industry from poaching councilors by offering higher pay packages and other incentives.
Sentech
Sentech CEO Sebiletso Mokone-Matabane received a total remuneration of R 1 754 000 for the year ending 31 March 2007, up from R 1 693 000 for the previous year.
Sentech Chief Financial Officer Mohammed Cassim’s pay package was a respectable R 1 263 000 for the last financial year.
Sentech Chairman Colin Hickling received R 208 000 for his services.
