New Telkom ADSL performance indicators

Telkom has released the latest ADSL Key Performance Indicators (KPIs) as required by the ICASA ADSL Regulations.  According to the Telkom report the KPI statistics were captured between 1 February 2009 and 7 May 2009.

The International KPIs are as follows:

  1. Average International Packet Loss (%) – 0.053
  2. Average International Round-trip latency (ms) – 274.13
  3. Average International Jitter (ms) – 3.47

The National KPIs are as follows: 

  1. Average National Packet Loss (%) – 0.15
  2. Average National Round-trip latency (ms) – 16.43
  3. Average National Jitter (ms) – 3.39

The previous ADSL KPI statistics from Telkom were dogged by inaccuracies and mistakes but Telkom provided assurances that this issue has been resolved in the latest testing and results report.  The lack of detail in the latest set of results – which appears relatively sparse in comparison to the previous Telkom KPI report – raises questions as to whether similar problems still exist but are merely hidden.

While Telkom’s ADSL KPI statistics may be questionable at times, the company remains the only ADSL ISP which abides by the ADSL Regulations in making these statistics available.  The regulations require all Internet Service Providers (ISPs) to publish on their website, on a quarterly basis, Key Performance Indicators (KPIs) of at least packet loss, average latency and jitter. 

There is however widespread criticism about the ability of ISPs to comply with the ADSL regulations. According to the Internet Service Provider’s Association of South Africa (ISPA), it is practically impossible for an ISP to provide most of those measurements [KPIs] in the absence of reliable upstream figures from Telkom for IP Connect and other ADSL services.

Internet Solutions (IS) agrees with ISPA, and pointed out that as far back as 2006 they have raised concerns with ICASA about certain aspects of the ADSL regulations that were either impossible for ISPs to comply with or totally unworkable.

ICASA was contacted for comment but, despite numerous attempts to get feedback from the regulator about the problems surrounding the ADSL Regulations, they remained mum on the issue.
