Cell C Appoints New CFO

Cell C has appointed Dr Fabrizio Mambrini as its new Chief Financial Officer (CFO). He replaces Muhieddine Ghalayini who will return to the network’s parent company, Saudi Oger.

Fabrizio Mambrini has extensive telecommunications experience. He has spent 17 years in the fixed and mobile telecommunications, 13 of which were in international GSM ventures. He graduated with a degree in electronic engineering in 1989 and accomplished his MBA in telecommunications at Scuola Gugielmo Reiss Romoli in Italy.

Mambrini joins Cell C from his position as Director of International Operations for Oger Telecom SA, based in Istanbul, Turkey, where he supported all group subsidiaries in business development, strategy and planning.

Prior to joining Oger, Fabrizio spent 15 years with Telecom Italia Group S.p.A, first with Telecom Italia Wireline, joining as Commercial Operations Manager in 1991 and later contributing to the start-up of GSM Operator Stet Hallas A.E.B.E in Athens, Greece, where he covered different roles, as Financial and Operations Controller, Director of Budget, Business Plan and Strategy, and eventually moving up to Chief Financial Officer, a position he held until his departure in 2000. He remained with the group, joining AVEA Telekomunikasyon A.S in Turkey as Chief Financial Officer, until early 2006 when he joined Oger Telecom.

Cell C CEO Jeffrey Hedberg says Fabrizio brings significant financial and management experience to Cell C. “His appointment is a boost for Cell C’s executive team because of both his experience within the Oger Group as well as his extensive European telecommunications knowledge.”

“Apart from Fabrizio’s financial expertise, his business development and strategy acumen on the telecommunications field bring an additional dimension to our company. Oger Telecom has assigned a top candidate to a pivotal role,” says Hedberg.

Ghalayini, who has been with Cell C as CFO and director since its inception in 2001, returns to Saudi Oger as CFO of its subsidiary, Oger United Arab Emirates. He joined the Saudi Oger group in 1984 and occupied various senior positions.

Hedberg says Ghalayini will certainly be missed. “He has been an integral part of Cell C since its launch in 2001. Muhieddine played an instrumental role in the preparation of the bid for Cell C’s licence, the establishment of the company, its on-going growth and development and the funding requirements.”
