ICASA calls for CAP nominees
A recent addition to the ICASA website entitled “Notice on Call for Nominations from Interested Parties for the Establishment of the Consumer Advisory Panel” calls for nominations from interested persons or parties for the establishment of the consumer advisory panel in terms of section 71 of the Electronic Communications Act No 36 of 2005 (ECA).
“The Independent Communications Authority of South Africa (ICASA), referred to as the Authority, hereby calls for nominations of persons to be appointed to the Consumer Advisory Panel (CAP) that will advise and make recommendations to the Authority on matters relating to consumer issues in the Republic of South Africa,” the document reads.
“In establishing the Panel, the Authority will ensure that CAP represents a broad cross section of the population of South Africa and will consist of members who reflect the South African society with special attention to race, gender, people with disabilities, diversity in culture and geographical spread.”
The document further points out that CAP will consist of not less than 9 and not more that 13 members who are South African citizens with national and international consumer protection expertise.
“The Panel will consist of representatives of consumer advocacy organisations, organisations representing targeted groups (women, youth, children and the elderly) under-serviced populations, business forums, electronic communications service providers, postal service providers, Community-based Organisations, Non-Governmental Organisations, Small, Macro and Micro Enterprises and Government.”
Interested persons or parties are invited by ICASA to submit written nominations to Ms Dinkie Dube ([email protected]) before 31 August 2007.
Criticism
The request for nominations has been criticized for the very short time frame given for nominations – which must include a letter of acceptance by the nominee together with his/her comprehensive Curriculum Vitae – as well as a lack of information.
The request for nominations before the final regulations were released drew criticism from some quarters while the lack of information regarding the nature of the positions – including remuneration and general demands – raises further questions regarding this call.
