ICASA – mixed results on deadlines

ICASA has recently provided a list of deadlines they set themselves on various matters including license conversions, whether pay TV operators should carry SABC channels and a radio spectrum licensing framework.

November deadlines

There were five main November deadlines for ICASA. These tasks are given below as well as information as to whether these deadlines were met or not.

  • Radio Spectrum licensing framework

ICASA said that it is finalising the regulations with respect to the Radio Spectrum licensing framework and they are expected to be published next year.

  • Market definitions: Wholesale call termination (responsible councillors are Tracy Cohen, Robert Nkuna)

ICASA has published its findings in relation to the Wholesale Call Termination on 09 November 2007 in Government Gazette 30449.

  • Licence conversion (responsible councillors are Marcia Socikwa, Zolisa Masiza)

ICASA has already published the final general terms and conditions for ECN, ECNS and broadcasting services class licences in the Government Gazette No 30512. The general terms and conditions for individual licenses will be published.

  • Must carry obligations (whether pay TV operators should carry SABC channels, responsible councillors are Marcia Socikwa, Zolisa Masiza)

ICASA will conduct hearings into Must Carry Obligations on 11 and 12 December 2007.

  • 112 emergency regulations (responsible councillors are Brenda Ntombela, Kobus van Rooyen)

ICASA has published the draft regulations for comments from the public and stakeholders. The exact date for implementation will be informed after due consultation with the relevant stakeholders.
