License conversion process moves ahead
The Independent Communications Authority of South Africa (ICASA) has organized public hearings which will afford the existing VANS licensees, interested in obtaining individual ECNS licences, the opportunity to make oral presentations to the Authority.
Each VANS licensee will be afforded 25 minutes to present and will thereafter be given 15 minutes for questions and answers from the Panel.
The VANS licensees presenting at the hearings will be expected to demonstrate:
- That they are providing services using facilities duly obtained in terms of the Telecommunications Act of 1996
- Intention to roll out an ECN of national scope, which must include a technical plan, financial projections (5 years) to support roll-out, and a business record
- Licensee has an Existing Licence (as defined in the Act)
- They intend or already providing international connectivity
- Has a minimum of 30% Historically Disadvantaged Persons
- Promise of performance including universal service and access obligations, in the event that the licensee is favourably considered for an individual ECNS
- Ability to pay fixed licence
Various ECNS applicants are set to make presentations at the hearings, including ECN Telecomms, Internet Solutions, Infosat, Imperial Online, Business Connection, Global WebIntact, MWeb, Goal Technology Solutions, Datapro, Gateway Communications, Spescom Special Resources, Amobia Communications and Cybersmart.
