TopTV’s licence transferred to StarTimes

The Individual Electronic Communications Network Service (I-ECNS) licence of former TopTV operator On Digital Media has been transferred to StarTimes Media.

According to Icasa, it approved the application of transfer as it met the applicable regulatory requirements.

StarTimes put in a bid to buy a 20% stake in On Digital Media after the pay TV operator entered business rescue in 2012.

The acquisition went through in 2013, after which TopTV was rebranded as StarSat.

Icasa said the licence application was published for public comment, and a public hearing was held on 6 August.

“Icasa believes that the decision is in the public interest and will promote competition, investment, and consumer choice in the broadcasting sector.”
