Cellular QoS: Disturbing results from FIFA 2010 report

The Independent Communications Authority of South Africa (ICASA) recently released its 2010 FIFA World Cup Quality of Service (QoS) Report which provides an analysis of the Quality of Service at the World Cup stadiums.

ICASA’s Spectrum Monitoring and Control department performed QoS monitoring in all the ten stadia for the FIFA World Cup during match days. The objectives of the QoS monitoring were:

  1. To measure the GSM service to the telecommunications user
  2. To measure coverage during the match days
  3. To measure Radio Congestion during match days

Various tests were performed to assess the over all quality of service, including Call Success Rate, Drop Call Rate, Call Setup Rate, Receiver Quality (RxQual) and Receiver Level (RxLev).

What ICASA uncovered is surprising considering the press statements from operators claiming to have provided excellent service levels during the 2010 World Cup.

The following table provides an overview of the average results from ICASA’s QoS testing:

According to the report from ICASA Cell C’s network performed the best at 2010 World Cup Stadiums, followed by MTN and Vodacom.

ICASA said that the “operators should be mandated to improve coverage in and around the stadiums so that the consumers can enjoy Voice and Data services in future events.”
