Law to help Post Office keep up
Consultations had been held on the proposed Postal Services Amendment Bill, which would be tabled in Parliament this year, said communications department spokesman Albi Modise yesterday.
One provision will prohibit the Post Office from using income from reserved postal services (normal mail) to subsidise other postal services (such as courier services).
Also, new and clearer definitions will be given to courier services, value added services, universal postal services and under serviced areas.
Modise said ways had to be found to make sure the Post Office remained relevant in a technological environment where e mail communications were steadily increasing.
“In response to technological developments and the convergence of services, the bill proposes that the postal operator must be allowed to extend services beyond basic traditional postal services,” Modise said.
In addition to expanding the ambit of postal services, the bill will also remove postal regulation from the department and move it to the Independent Communications Authority of SA.
