The Department of Telecommunications has said it will establish its WOAN in South Africa.
The WOAN – Wholesale Open Access Network – the ECA Amendment Bill, and spectrum were topics discussed by the department with ICT industry players today in Pretoria.
“The meeting was about explaining the rationale behind the provisions contained in the ECA Amendment Bill. The Bill is about balancing the interests of all the stakeholders in the sector,” said department director-general Robert Nkuna.
“We are going ahead with the establishment of the WOAN. There’s is no intention to establish a government-owned WOAN. The WOAN will be a private sector-led initiative,” said Nkuna.
The department said the process was “not about renegotiating the policy, but on how to implement it with a common understanding of the key objectives in a manner that contributes to economic growth”.
The government’s plans for the WOAN have come under fire from industry players, who said spectrum allocated to the wholesale network should rather be given to established network operators – which will make better use of it.
