Local Loop Unbundling draft regulations published
The Independent Communications Authority of South Africa (ICASA) announced that it has published the Draft Local Loop Unbundling (LLU) Regulations for public comments today (7 August 2013).
The Draft LLU Regulations seek to, among others, facilitate the conclusion of electronic communications facilities leasing agreement, with particular emphasis on facilities that are to be offered in an unbundled form.
The regulations also aims to provide for the requirements for the interconnection between and leasing of local loop facilities.
The decision by ICASA to publish its draft LLU regulations follows reports that the Department of Communications wanted the regulator to hold off until it has studied the document.
Interested parties have until 09 September 2013 to make their written submissions subsequent to which the Authority will communicate details of the public hearings.
