{"id":103595,"date":"2014-06-04T12:02:38","date_gmt":"2014-06-04T10:02:38","guid":{"rendered":"http:\/\/mybroadband.co.za\/news\/?p=103595"},"modified":"2014-06-04T13:00:47","modified_gmt":"2014-06-04T11:00:47","slug":"what-icasa-is-hiding-about-network-quality","status":"publish","type":"post","link":"https:\/\/mybroadband.co.za\/news\/cellular\/103595-what-icasa-is-hiding-about-network-quality.html","title":{"rendered":"What Icasa is hiding about network quality"},"content":{"rendered":"<p>The Independent Communications Authority of South Africa (<a title=\"Icasa\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/462443-Independent-Communications-Authority-of-South-Africa-%28ICASA%29\">Icasa<\/a>) <a title=\"Correction by Icasa\" href=\"http:\/\/mybroadband.co.za\/news\/cellular\/103573-icasa-fixes-qos-report-vodacom-mtn-better-cell-c-worse.html\"><strong>released a correction to its Western Cape Quality of Service Report<\/strong><\/a> on 3 June 2014, but it did not contain the full extent of the faulty information.<\/p>\n<p>Icasa said that its original report inadvertently contained \u201csome corrupt retainability measurement data, which indicated an incorrect number of drop calls\u201d.<\/p>\n<p>The regulator provided updated information for the Worcester route, adding that its erratum only relates to this information in the original report.<\/p>\n<p>According to the new data, <a title=\"Vodacom\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/227063-Vodacom\">Vodacom<\/a> and <a title=\"MTN\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/226943-MTN\">MTN<\/a>\u2019s retainability scores improved, while <a title=\"Cell C\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/213919-Cell-C\">Cell C<\/a>\u2019s score declined.<\/p>\n<h3 class=\"my-4\">What Icasa is not saying<\/h3>\n<p>What Icasa did not mention in its correction is that this data forms part of the full data set for the region, and it significantly changes the results in the Western Cape.<\/p>\n<p>For example, Icasa previously stated that Vodacom\u2019s call drop rate was worse than the regulated target. This includes routes in nature reserves where it is difficult for mobile operators to get permission to erect towers.<\/p>\n<p>Some industry players argued that South Africans will find more value in these tests if it showed performance in areas where most citizens are using mobile services.<\/p>\n<p>The regulator was asked about this decision, but again it would not answer this question.<\/p>\n<p>It is not clear why Icasa is unwilling to answer questions about its testing methodology, and why it is not transparent about possible problems with its results.<\/p>\n<p>What makes it even more perplexing is the regulator was warned that there are problems with its test monitoring system.
