Telkom explains"},"content":{"rendered":"<p><a title=\"Telkom\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/227037-Telkom\">Telkom<\/a> has responded to concerns over exchange congestion and delays in provisioning IP Connect (IPC) upgrades to Internet service providers (ISPs) that apply for them.<\/p>\n<p>Following complaints of poor <a title=\"ADSL\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/224881-ADSL\"><abbr title=\"Asynchronous Digital Subscriber Line\">ADSL<\/abbr><\/a> performance from customers, ISPs have indicated that the fault does not always lie with their networks, but can be due to congestion at Telkom\u2019s exchanges.<\/p>\n<p>Delays in receiving upgrades to their wholesale ADSL capacity \u2014\u00a0a product that Telkom calls IP Connect \u2014 has also been <a href=\"http:\/\/mybroadband.co.za\/news\/adsl\/100410-afrihost-adsl-capacity-increase-delay.html\">cited as a reason<\/a> for some users experiencing poor performance.<\/p>\n<p>However, Telkom chief technology officer <a title=\"Alphonzo Samuels\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/287391-Alphonzo-Samuels\">Alphonzo Samuels<\/a> said that the issue is not so simple.<\/p>\n<p>Speaking to journalists at a recent Telkom media event in Johannesburg, he said that there was, firstly, no IPC order backlog at Telkom.<\/p>\n<p>\u201cI would be very happy to give anybody that applies for IPC capacity as quickly as possible,\u201d he said, adding that ISPs are welcome to give him a call if there are any class=\"wp-caption-text\">Alphonzo Samuels<\/p><\/div>\n<p>Secondly, Samuels said there are 8 potential points of congestion that might affect an ADSL subscriber\u2019s Internet experience.<\/p>\n<p>These range from Telkom\u2019s network, to whatever national and international connectivity providers ISPs have elected to use.<\/p>\n<p>\u201cIt\u2019s easy to blame the [Telkom ADSL] network,\u201d Samuels said.<\/p>\n<p>He said something he noticed was that not all ISPs were increasing their wholesale ADSL capacity in-line with the IPC discounts Telkom had passed on over the past year.<\/p>\n<p>In total, the IPC price reductions come to a 50% wholesale cost cut, he said.<\/p>\n<p>This raised another interesting issue ISPs brought up previously, where\u00a0the reduction in IPC costs had not kept pace with Telkom\u2019s line speed upgrades.<\/p>\n<p>Many ISPs went so far as to <a href=\"http:\/\/mybroadband.co.za\/news\/adsl\/91461-secret-plan-behind-telkom-adsl-prices-cuts-isps.html\"><strong>accuse Telkom of anti-competitive behaviour<\/strong><\/a>, suggesting that the free doubling of ADSL speeds was a margin squeeze tactic \u201cclearly calculated to erode competition\u201d.<\/p>\n<p>Though counter-intuitive, ISPs argued that this was bad for consumers not only because of the anti-competitive issues, but also because it meant they couldn\u2019t feasibly increase their capacity in-line with the demand higher line speeds created.<\/p>\n<p>Insufficient capacity means an ISP may find itself oversubscribed, potentially offering a sub-par broadband experience.<\/p>\n<p>Samuels responded by saying that this is a convenient argument, but the bottom-line is that after a 50% reduction in wholesale prices he did not see ISPs ordering double the capacity they had before.<\/p>\n<p>While Samuels did argue that many ISPs are not completely blameless, nor completely honest when it comes to ADSL performance, he did not pass the buck entirely.<\/p>\n<p>With Telkom group CEO <a title=\"Sipho Maseko\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/338963-Sipho-Maseko\">Sipho Maseko<\/a> in attendance, Samuels committed to his boss that they will communicate exactly what they are doing around contention and IPC when the time is right.<\/p>\n<p>He hinted that the ongoing <a href=\"http:\/\/mybroadband.co.za\/news\/broadband\/104555-where-you-can-get-telkom-40mbps-vdsl-100mbps-ftth.html\">roll-out of Telkom\u2019s next-generation network<\/a> will have a beneficial impact on exchange-related congestion issues, and that they have a number of \u201cexciting initiatives\u201d on the cards for Telkom Wholesale.<\/p>\n<h3 id=\"related\">More Telkom ADSL
