One of ICASA’s worst attempts at regulating the telecoms market is likely to be its set of ADSL regulations.  Despite being in force since August 2006, it remains largely ignored and the regulator has chose to put its head in the sand when asked about these regulations.<\/p>\n

In spite of a few one-sided interpretations, Telkom is one of the only ADSL service providers making an attempt to fulfill the regulations.  Telkom has previously published that the contention ratio for ADSL is 20:1, and continues to update its key ADSL performance indicators (KPIs) comprising of Packet Losses, Average Latency and Jitter as required by the regulations.<\/p>\n

The latest KPI report, for the period October 2009 to December 2009, contains no real surprises in relation to its previous tests.  The results are as follows:<\/p>\n
