Although South Africa has experienced a drastic shift within the telecoms market in the past year, which ushered in significant reductions in broadband prices, there are a number of milestones which industry analysts feel still need to be achieved. <\/div>\n
<\/div>\n
One of these is local loop unbundling (LLU)<\/a>, which is the regulatory process that will allow other telecoms players to use Telkom’s last mile copper infrastructure. In more developed markets LLU has contributed towards greater competition between telecoms players. This has ultimately resulted in greater benefits for the consumer. <\/div>\n

According to Mohsen Moazami<\/a>, Vice President for Emerging Markets and Globalisation at Cisco, developing markets such as South Africa are yet to experience the benefits that LLU will bring. <\/div>\n
<\/div>\n
Moazami also added that South Africans are currently spending more than they should on internet access, despite recent broadband price reductions. <\/div>\n
<\/div>\n
“In the developed world the average citizen spends less than 1% of their disposable income on broadband. In emerging countries an average citizen pays up to or more than 10% of their disposable income on broadband. This is clearly a problem,” said Moazami.<\/div>\n

Moazami said that the competition that LLU will bring about is vital towards encouraging service providers to invest in their respective infrastructures. <\/div>\n
<\/div>\n
“Typically in most emerging economies there is only an incumbent service provider. What is wrong with that picture is that there is no competition. As a result service providers are not encouraged to invest in infrastructure.”<\/div>\n
<\/div>\n
The most important player in bringing about LLU in developing markets are national regulatory bodies and governments believes Moazami.<\/div>\n
<\/div>\n
Although the Independent Communications Authority of South Africa (ICASA) said in 2007 that a national LLU would be implemented by November 2011 very little has taken place in this sphere since then.<\/div>\n
<\/div>\n
This has caused several industry players to voice concerns that this target date will not be met. <\/div>\n
<\/div>\n
In March Ant Brooks, General Manager for the Internet Service Providers’ Association of South Africa (ISPA) said that the body is “deeply concerned that we [ISPA] have yet to see draft regulations about local loop unbundling (LLU) from ICASA. Many industry commentators are expressing doubts that the regulator will be able to meet the deadline for this vital regulatory intervention.”<\/div>\n
<\/div>\n
Despite ISPA’s appeal for further information ICASA was not forthcoming with additional details regarding LLU plans for South Africa. <\/div>\n
