MyBroadband recently reported on speculation that Neotel has started throttling<\/a> some of its NeoConnect subscribers. <\/p>\n

According to unhappy users Neotel started applying a Fair Use Policy<\/a> to its NeoConnect uncapped service, and started throttling high end users to protect their network.<\/p>\n

Neotel clears up uncertainty<\/strong><\/p>\n

Neotel today said it wants to remedy the misinformation regarding this matter, and made it clear that they not apply any shaping or throttling whatsover to any subscribers on the CDMA network.<\/p>\n

“Our standard terms and conditions, which apply to NeoConnect, NeoFlex and NeoGo, do not include a Fair Use Policy (FUP) that would allow such actions. We have indicated that we are considering a Fair Use Policy as an alternative to capping on other products, such as WiMAX, but do not currently throttle any of these services,” said Neotel CTO Angus Hay<\/a>.<\/p>\n

“As a member of the Internet Service Providers Association (ISPA), and in compliance with applicable laws, Neotel has a standard Acceptable Use Policy (AUP), which deals more with content issues, and which is available on the Legal section of our website. Our standard terms and conditions are also available on request.”<\/p>\n

Network upgrades<\/strong><\/p>\n

Neotel added that it is well aware of the need to continuously upgrade their CDMA network to meet growing subscriber demand, and is actively addressing this through base station and backhaul capacity upgrades, and ongoing deployment of new base stations.<\/p>\n

“As with any 3G network, performance varies according to load on a specific site, since the available radio channels are shared between users on that site. We do not apply any additional active contention other than this natural limit. This is one of the fundamental differences between wireless and wireline systems,” said Hay<\/p>\n

“There are obviously other parts of the Internet as a whole where there may be constraints, but we endeavour to minimise contention across our national optical fibre network, national peering links and our international links across SAT-3, SAFE and SEACOM, which form part of our global Tier 1 network. Currently, the available capacity on all these links exceeds actual traffic by a reasonable margin.”<\/p>\n
