This is according to Marian Shinn, DA Shadow Minister of Telecommunications and Postal Services.<\/p>\n<p>She said that apart from the unknown cost, the complexities of qualifying households which will receive five million set top boxes from the government will cause big delays.<\/p>\n<p>\u201cThe uncertainty of the distribution chain and installation will delay, for at least another three years, the release of digital dividend spectrum,\u201d said Shinn.<\/p>\n<p>She added that the delay in releasing the relevant spectrum, which is needed to provide better broadband in South Africa, has incalculable costs to economic growth.<\/p>\n<p>\u201cThe delay also inhibits government\u2019s ability to roll out e-Government services, particularly to rural areas.&#8221;<\/p>\n<p>South Africa failed to meet the international deadline for the DTT switchover in June.
