{"id":1466,"date":"2007-09-28T10:23:00","date_gmt":"2007-09-28T08:23:00","guid":{"rendered":""},"modified":"2007-09-28T10:23:00","modified_gmt":"2007-09-28T08:23:00","slug":"eca-amendment-submitted-to-speed-infraco-licence","status":"publish","type":"post","link":"https:\/\/mybroadband.co.za\/news\/telecoms\/1466-eca-amendment-submitted-to-speed-infraco-licence.html","title":{"rendered":"ECA amendment submitted to speed Infraco licence"},"content":{"rendered":"<p><font size=\"2\">The government on Thursday submitted to Parliament its bill amending the Electronic Communications Act in order to allow the new Infraco broadband fibre-optic network to get a fast-track licence to operate. <\/font><font size=\"2\"><\/p>\n<p>The bill goes somewhat further than this by allowing the minister to issue a policy directive &quot;in order to initiate and facilitate intervention by government to ensure strategic ICT infrastructure investment: and to provide a framework for the licensing of a public entity by the (Independent Communications) Authority&quot; of SA (Icasa). <\/p>\n<p>The bill does not explain what it means by &quot;intervention by government&quot;. <\/p>\n<p>A memorandum attached to the bill explains however that in addition to enabling the licensing of Infraco, it will also allow the licensing of, for example, municipalities.<\/p>\n<p>The need for the bill arose when the original Infraco bill which set up the company, built from the fibre-optic networks of Transnet and Eskom as a separate state-owned utility, tried to fast-track the licensing process for the new company by creating a &quot;deemed&quot; licence for it, thus short-cutting the normal Icasa process. .<\/p>\n<p>MPs objected to the idea of such a short cut, and the new bill is the result. <\/p>\n<p><a href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php?t=88919\">Comments<\/a><\/p>\n<p>&nbsp;<\/p>\n<p><\/font><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The government on Thursday submitted to Parliament its bill amending the Electronic Communications Act<\/p>\n","protected":false},"author":2,"featured_media":0,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[3],"tags":[],"class_list":["post-1466","post","type-post","status-publish","format-standard","hentry","category-telecoms"],"_links":{"self":[{"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/posts\/1466"}],"collection":[{"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/comments?post=1466"}],"version-history":[{"count":0,"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/posts\/1466\/revisions"}],"wp:attachment":[{"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/media?parent=1466"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/categories?post=1466"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/tags?post=1466"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
