{"id":148607,"date":"2015-12-06T11:10:44","date_gmt":"2015-12-06T09:10:44","guid":{"rendered":"http:\/\/mybroadband.co.za\/news\/?p=148607"},"modified":"2015-12-06T09:27:56","modified_gmt":"2015-12-06T07:27:56","slug":"how-to-defeat-isis","status":"publish","type":"post","link":"https:\/\/mybroadband.co.za\/news\/technology\/148607-how-to-defeat-isis.html","title":{"rendered":"How to defeat ISIS"},"content":{"rendered":"<p>The <a href=\"http:\/\/www.cnbc.com\/2015\/03\/20\/isis-the-worlds-richest-terror-group-is-spending-money-fast.html\">high costs<\/a> of running the Islamic State\u2019s \u201ccaliphate\u201d and fighting a ground war are largely met from selling oil, supplemented with donations and money extorted from Christians and hostages.<\/p>\n<p>Preventing the jihadists from profiting from oilfields under its control should be a priority for the military coalition \u2013 indeed, Britain\u2019s <a href=\"http:\/\/www.bbc.co.uk\/news\/uk-34992032\">first strikes in Syria were against oilfields<\/a>.<\/p>\n<p>But the coalition already has the capacity to stop the illegal oil trade. High above Syria and Iraq, beyond the range of any IS missiles, are US and UK surveillance and strike drones such as the Predator and <a href=\"http:\/\/www.raf.mod.uk\/equipment\/reaper.cfm\">Reaper<\/a>.<\/p>\n<p>These can operate for up to 24 hours, equipped with excellent sensors including <a href=\"http:\/\/www.sandia.gov\/radar\/what_is_sar\/index.html\">synthetic aperture radar<\/a> \u2013 sideways-looking radar that uses the flight path of the aircraft to electronically simulate an extremely large antenna.<\/p>\n<p>This continuously generates extremely high-resolution imagery even through cloud and sandstorms.<\/p>\n<p><a href=\"http:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2015\/12\/SAR-image-detail.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-148615\" src=\"http:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2015\/12\/SAR-image-detail.png\" alt=\"SAR image detail\" width=\"630\" height=\"265\" srcset=\"https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2015\/12\/SAR-image-detail.png 668w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2015\/12\/SAR-image-detail-640x269.png 640w\" sizes=\"(max-width: 630px) 100vw, 630px\" \/><\/a><\/p>\n<p>These are the weapons with which to cut off IS\u2019s oil trade income, <a href=\"http:\/\/uk.businessinsider.com\/isis-making-50-million-a-month-from-oil-sales-2015-10\">estimated at US$50m a month (US$600m a year)<\/a>.<\/p>\n<p>While looted banks and military bases provided IS with a reported war chest of <a href=\"http:\/\/www.theguardian.com\/news\/datablog\/2014\/jun\/16\/iraq-isis-cash-and-assets-compare-military-spending\">US$1.5-$2 billion<\/a>, this oil income is vital to pay the salaries of its administrators and fighters, around <a href=\"http:\/\/www.bustle.com\/articles\/62211-what-does-isis-spend-money-on-fighters-salaries-admin-weapons-and-social-media\">US$500m a year<\/a>, buy black market weaponry estimated at US$1 billion, and other essentials that bring annual costs to around US$2 billion.<\/p>\n<p>Using surveillance aircraft\/drones alongside attack drones, crude oil movement can be stopped. In parallel, bankers should be persuaded to block anonymous donation funding through the financial networks.<\/p>\n<p>IS is shipping around <a href=\"http:\/\/www.theguardian.com\/world\/2014\/nov\/19\/-sp-islamic-state-oil-empire-iraq-isis\">25,000 barrels of crude oil a day to Turkey<\/a> by road tanker, sold on the black market for as little as US$25 a barrel \u2013 then a quarter of market price. Now it sells <a href=\"http:\/\/ig.ft.com\/sites\/2015\/isis-oil\/\">to rogue traders<\/a> in organised operations within Iraq and Syria.<\/p>\n<p>Why is cutting off the oil trade supporting IS not being addressed more enthusiastically? Russian strikes have <a href=\"http:\/\/www.dailywire.com\/news\/1246\/watch-russia-destroys-isis-oil-tankers-amanda-prestigiacomo\">inflicted damage on the tanker fleets<\/a>, but of 10,600 coalition strikes, <a href=\"http:\/\/www.ft.com\/cms\/s\/2\/b8234932-719b-11e5-ad6d-f4ed76f0900a.html\">only 196 have targeted oil infrastructure<\/a>.<\/p>\n<p>With better use of airborne surveillance it would be easier to identify and destroy the tankers used to move illicit crude oil, cutting off this vital source of income and hastening an end to the conflict.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/RFAY7LXFhxM\" width=\"630\" height=\"473\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<h3 class=\"my-4\">Stopping the flow of oil<\/h3>\n<p>Major IS-controlled oil wells lie between al-Qaim in Iraq in northern Iraq and Deir Ezzor in Syria, 100km southeast of Raqqa.<\/p>\n<p>IS uses mobile refineries to process crude oil required for military and domestic use, but also transports crude oil by road through IS held routes, via Aleppo and a northern corridor through \u201cfriendly\u201d rebel-held areas, <a href=\"http:\/\/www.marsecreview.com\/wp-content\/uploads\/2015\/03\/PAPER-on-CRUDE-OIL-and-ISIS.pdf\">to southern Turkey<\/a>.<\/p>\n<p>There is oil trading within rebel-held areas, and Russia has also <a href=\"http:\/\/www.bbc.co.uk\/news\/world-middle-east-34982951\">identified<\/a> (as yet unconfirmed) that crude oil is also being transported from Deir al-Zour (aka Deir Ezzor) to Batman in Turkey.<\/p>\n<p>Russia was conducting air strikes in the rebel-held region through which the oil is transported when one of its Su-24 aircraft was <a href=\"http:\/\/www.theguardian.com\/world\/live\/2015\/nov\/24\/russian-jet-downed-by-turkish-planes-near-syrian-border-live-updates\">shot down by a Turkish fighter<\/a>.<\/p>\n<p>A large road tanker can transport around 300 barrels, so carrying 25,000 barrels a day requires a minimum of 84 tanker trucks, assuming the round trip can be achieved in a single day.<\/p>\n<p>The round trip is approximately 600km, so the tankers could be spaced every 8km \u2013 any less and the convoys would be too dangerous.<\/p>\n<p>To target an individual truck in transit with guided missiles from manned aircraft would prove <a href=\"http:\/\/www.telegraph.co.uk\/news\/uknews\/defence\/11134475\/Why-the-British-Brimstone-missile-being-used-in-Iraq-is-so-sought-after-in-60-seconds.html\">very expensive<\/a> \u2013 more than the value of the tanker and the oil carried.<\/p>\n<p>But coalition drone pilots can patrol the routes used by the oil tankers continuously, calling in strikes from other aircraft or attacking where necessary.<\/p>\n<p>Targeting the oil before it reaches the trading centres hidden in rebel-held territory would starve IS of the funds it relies upon.<\/p>\n<p>As Russian president Putin noted, severing IS\u2019s support is the most effective way of shortening the conflict.<\/p>\n<p>IS has learned from the North Vietnamese in its fight against the US, holding large areas of territory with small groups of troops who live among the civilian population \u2013 not in barracks and frontline positions.<\/p>\n<p>The approaches of conventional warfare will be difficult \u2013 this conflict demands smart thinking.<\/p>\n<p><a href=\"http:\/\/theconversation.com\/profiles\/david-stupples-121128\">David Stupples<\/a>, Professor of Electrical and Electronic Engineering and Director of Electronic Warfare Research, <em><a href=\"http:\/\/theconversation.com\/institutions\/city-university-london\">City University London<\/a><\/em><\/p>\n<p>This article was originally published on <a href=\"http:\/\/theconversation.com\">The Conversation<\/a>.
