{"id":1704,"date":"2007-10-22T07:33:00","date_gmt":"2007-10-22T05:33:00","guid":{"rendered":""},"modified":"2007-10-22T07:33:00","modified_gmt":"2007-10-22T05:33:00","slug":"oecd-no-reason-for-local-capping","status":"publish","type":"post","link":"https:\/\/mybroadband.co.za\/news\/adsl\/1704-oecd-no-reason-for-local-capping.html","title":{"rendered":"OECD:  No Reason for Local Capping"},"content":{"rendered":"<p>Speaking at the recent ITWeb broadband conference, Reynolds &ndash; a world renowned telecommunications expert &#8211; said that he was surprised at the bitcaps (simply known as caps locally) in South Africa. &ldquo;The highest bitcap I could find from Telkom is 4 GB. That is nothing,&rdquo; Reynolds said.<\/p>\n<p>Reynolds said that when bitcaps are found in the OECD, it is generally around 30 GB per month.<\/p>\n<p>One of the reasons for the low bitcaps in South Africa is most probably [a lack of] access to international bandwidth, according to Reynolds. He suggested the removal of all foreign investment barriers to providers of international connectivity coming into South Africa. <\/p>\n<p>&ldquo;It does not matter who provides bandwidth connectivity to the world, you just need more of it. The more that comes in, the better it will be for consumers,&rdquo; Reynolds said.<\/p>\n<p>This is quite different from the Department of Communications&rsquo; latest comments, suggesting that potential cable systems will have to abide by a set of conditions before they will be able to land, and hence provide connectivity, in South Africa.<\/p>\n<p>Reynolds further suggested the development of open access fiber infrastructure in South Africa. This bandwidth can then be tapped by innovative ISPs to develop improved broadband services. &ldquo;ISPs can only innovate if they have access to backbone connectivity,&rdquo; Reynolds said. <\/p>\n<p><strong>No local capping<\/strong><\/p>\n<p>Speaking about capping in general, Reynolds said that there is no reason why you should have a cap on domestic bandwidth. &ldquo;All of that traffic should be exchanged locally for next to zero cost,&rdquo; Reynolds suggested.<\/p>\n<p>Uncapped local bandwidth will &ldquo;encourage the development of content industries here in South Africa,&rdquo; he pointed out. <\/p>\n<p>Reynolds recommended greater local traffic exchange and more peering between local operators.<\/p>\n<p>It is interesting to note that local bandwidth was initially uncapped in Telkom&rsquo;s ADSL services prior to November 2005, allowing users unlimited local connectivity after reaching their 3 GB monthly usage limit.<\/p>\n<p>Telkom has since then introduced a &lsquo;low rate&rsquo; local bandwidth offering, and despite the ICASA ADSL regulations explicitly stating that local bandwidth may not be capped, Telkom continues to disconnect users who reach their monthly usage limit.<\/p>\n<p>Hearings into Telkom&rsquo;s non-compliance with the ADSL regulations are scheduled for 24, 25 and 26th October 2007.<\/p>\n<p><a href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php?t=91308\">Comments<\/a><\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>OECD telecoms analyst Dr. Taylor Reynolds recently said there is no reason for capping local bandwidth, saying that 4 GB of usage per month \u00e2\u20ac\u02dcis nothing\u00e2\u20ac\u2122.<\/p>\n","protected":false},"author":2,"featured_media":0,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[5],"tags":[],"class_list":["post-1704","post","type-post","status-publish","format-standard","hentry","category-adsl"],"_links":{"self":[{"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/posts\/1704"}],"collection":[{"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/comments?post=1704"}],"version-history":[{"count":0,"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/posts\/1704\/revisions"}],"wp:attachment":[{"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/media?parent=1704"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/categories?post=1704"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/mybroadband.co.za\/news\/wp-json\/wp\/v2\/tags?post=1704"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
