South Africa’s two largest ADSL service providers, Telkom and MWEB, have released their latest ADSL Key Performance Indicators<\/a> (KPIs) with information about local and international latency and packet loss.<\/p>\n

The ADSL regulations published by the Independent Communications Authority of South Africa (ICASA) on 17 August 2006 require all ADSL service providers to publish KPIs, but to date most ISPs have laughed off these regulations and have simply ignored the requirements listed in the regulations.<\/p>\n

ICASA has put its head in the sand when it comes to the ADSL regulations, refusing to answer questions. This is seen by many stakeholders as an admittance that it is a very poor set of regulations that are near impossible to implement.<\/p>\n

Despite the regulator’s lack of guidance and commitment to the ADSL regulations, Telkom and MWEB continue to abide by the regulations in many ways, including publishing their ADSL KPIs on a quarterly basis.<\/p>\n

Like most aspects of the ADSL regulations, the requirements and definitions of the KPIs are very poorly defined, questioning the value of the figures provided by Telkom and MWEB. Despite the lack of structure it is still educational to look at the statistics provided by ADSL service providers.<\/p>\n

The table below represents Telkom and MWEB’s ADSL Key Performance Indicators for October to December 2010.<\/p>\n

When compared with the ADSL KPIs for July to September 2010<\/a> it shows that Telkom’s network has improved over the last three months while MWEB’s network has deteriorated slightly.<\/p>\n

Telkom’s international packet loss decreased from 0.03% to 0.02% while local packet loss plummeted from the previous 1.28% to 0.14%.<\/p>\n

Telkom’s international latency over the last three months of 209ms is also lower than the 218.83ms for July to September 2010. The same goes for local latency which decreased from the previous 31.65ms to 23ms.<\/p>\n

MWEB did not have the same fortune. MWEB’s international latency jumped from 213.5ms to 235ms while local latency is currently 12.7ms, up from the previous 3.7ms.<\/p>\n

MWEB’s international packet loss also increased from 0.1% to 0.34% while local packet loss jumped from 0.1% to 0.7%.<\/p>\n
