{"id":180434,"date":"2016-09-21T14:55:05","date_gmt":"2016-09-21T12:55:05","guid":{"rendered":"http:\/\/mybroadband.co.za\/news\/?p=180434"},"modified":"2016-09-21T14:58:53","modified_gmt":"2016-09-21T12:58:53","slug":"eff-says-vodacom-data-finishes-quicker","status":"publish","type":"post","link":"https:\/\/mybroadband.co.za\/news\/cellular\/180434-eff-says-vodacom-data-finishes-quicker.html","title":{"rendered":"EFF says Vodacom data &#8220;finishes quicker&#8221;"},"content":{"rendered":"<p>MPs asked tough questions of service provider Vodacom in Parliament on Wednesday, as high data prices continued to come under the spotlight.<\/p>\n<p>Vodacom presented to the portfolio committee on telecommunications and postal services on the second day of public hearings into the cost to communicate.<\/p>\n<p>The hearings have come about amid the Twitter hashtag #DataMustFall, which has gone viral over the last week.<\/p>\n<p>And EFF MP Fana Mokoena accused the service provider of using jargon to hide behind answering the question as to why data costs were so high.<\/p>\n<p>\u201cThe rug is being pulled over our eyes here. There is a lot of hiding behind jargon,\u201d he said after Vodacom\u2019s presenters concluded.<\/p>\n<p>\u201cWhat is a fact here is that the tariffs are too expensive.<\/p>\n<p>\u201cWe know that Vodacom has the most expensive tariffs in the country.<\/p>\n<p>\u201cPeople are complaining, not just about tariffs, but they are being given data that gets finished quicker.<\/p>\n<p>\u201c[Yet] Vodacom gives a glowing report,\u201d Mokoena added.<\/p>\n<p>Dr David Johnson, of the Council for Scientific and Industrial Research (CSIR), who presented to the committee on Tuesday, asked Vodacom to elaborate on what infrastructural issues have caused data costs to be much higher than other countries.<\/p>\n<h3 class=\"my-4\">&#8216;Spectrum crunch&#8217;<\/h3>\n<p>Hennie Jacobs, head of regulatory affairs at Vodacom, said the primary reason why data costs were so high was due to the so-called \u201cspectrum crunch\u201d in large, urban areas.<\/p>\n<p>South Africa has yet to migrate to digital broadcasts, a key requirement for opening up radio spectrum for faster and more widespread mobile internet services.<\/p>\n<p>Telecommunications and Postal Services Minister Siyabonga Cwele is also suing the Independent Communications Authority of South Africa (Icasa) for inviting bidders to take part in a spectrum auction scheduled to take place in 2017.<\/p>\n<p>Cwele is fighting the auction on grounds that government\u2019s policy regarding spectrum has not yet been finalised and that the sale risks only benefitting big companies with deep pockets.<\/p>\n<p>Subsequently, operators such as Vodacom are resorting to &#8216;re-farming&#8217; spectrum to provide LTE services.<\/p>\n<p>\u201cVodacom is severely constrained due to limited spectrum, but the committee can be assured that we are using the limited capacity efficiently.\u201d<\/p>\n<p>Jacobs also said the cost of reaching the entire country with accessible network raises costs, especially in rural areas.<\/p>\n<p>\u201cAs we increase penetration, the more expensive it becomes. It is basically down to traffic density.\u201d<\/p>\n<p>He said other countries and even some other competitors locally choose to focus their operations on high density areas only, which makes costs cheaper in those cities.<\/p>\n<p>Jacobs though said Vodacom boasts 99% network coverage of the entire country in terms of reach, and praised it as \u201cexceptional\u201d.<\/p>\n<p>He also said the company\u2019s regulatory policy on data costs is driven by evidence, and can\u2019t be determined by \u201ckneejerk reactions\u201d based on perceptions in wider society.<\/p>\n<p>Presentations continue in Parliament on Wednesday.
