The SABC has asked ICASA to review regulations that allow MultiChoice to broadcast its channels on DStv for free.<\/p>\n
The “must-carry” regulations ensure all subscription broadcasters with over 30 channels include SABC 1, 2, and 3 in their packages.<\/p>\n
New SABC chair\u00a0Bongumusa Makhathini said the must-carry regulations have negatively impacted the SABC.<\/p>\n
Makhathini said the regulations are contrary to the enabling legislation, which provides for commercial negotiations between broadcasters. The SABC currently offers its channels at no cost to the broadcasters.<\/p>\n
“The regulations seemed to be drafted on the basis that the must-carry obligation was an onerous one for subscription broadcasters. The SABC will demonstrate in the public process that, on the contrary, the SABC must-carry channels have commercially benefited MultiChoice Africa at the expense of the public broadcaster.”<\/p>\n
Makhathini said SABC 1, 2, and 3 are among the most-watched channels on DStv.<\/p>\n
The SABC has proposed amendments to two sub-regulations to allow it to negotiate a price for its channels.<\/p>\n
