{"id":240536,"date":"2017-12-07T12:57:52","date_gmt":"2017-12-07T10:57:52","guid":{"rendered":"https:\/\/mybroadband.co.za\/news\/?p=240536"},"modified":"2017-12-07T12:59:28","modified_gmt":"2017-12-07T10:59:28","slug":"we-didnt-do-what-multichoice-did-etv","status":"publish","type":"post","link":"https:\/\/mybroadband.co.za\/news\/broadcasting\/240536-we-didnt-do-what-multichoice-did-etv.html","title":{"rendered":"We didn\u2019t do what MultiChoice did &#8211; Etv"},"content":{"rendered":"<p><strong><a href=\"https:\/\/www.news24.com\/SouthAfrica\/News\/guptaleaks-how-multichoice-paid-the-guptas-millions-20171124\" target=\"_blank\" rel=\"noopener\">Recent reports<\/a><\/strong>\u00a0state that MultiChoice made direct submissions to former Communications Minister Faith Muthambi regarding her role and responsibilities.<\/p>\n<p>The proposals were made in July 2014, weeks after <a href=\"https:\/\/mybroadband.co.za\/news\/government\/102899-new-ministers-in-zuma-cabinet-announced.html\"><strong>President Jacob Zuma reshuffled his cabinet<\/strong><\/a> and created the ministry of telecommunications and postal services.<\/p>\n<p>Zuma issued a presidential proclamation shifting certain powers of the Minister of Communications to the Minister of Telecommunications and Postal Services.<\/p>\n<p>Everything to do with broadcasting and telecommunications would reside within the telecommunications department, while matters such as government communications and content regulation would remain with Muthambi.<\/p>\n<p>The separation wasn\u2019t made clear when it came to ICASA, however, and the associated responsibilities.<\/p>\n<p>Muthambi was still responsible for appointing ICASA councillors and overseeing the FPB &#8211; which is tasked with regulating content.<\/p>\n<p>MultiChoice wrote to Muthambi expressing disagreement with the president\u2019s proclamation and argued that she should preside over all broadcasting matters.<\/p>\n<p>Muthambi forwarded this communication to known Gupta associate Ashu Chawla. Chawla then forwarded the MultiChoice\u2019s submission to Tony Gupta.<\/p>\n<p>The exchange appeared to culminate in Muthambi sending through a new presidential proclamation in August 2014 with the message \u201cSee attached Proclamation that President must sign\u201d.<\/p>\n<p>Muthambi would then send her messages to Chawla, who would forward them to Tony Gupta and Zuma\u2019s son Duduzane.<\/p>\n<p>\u201cRegarding our submission to Minister Muthambi: the presidential proclamation creating two new ministries didn\u2019t make sense to a number of stakeholders in the broadcasting sector,\u201d said MultiChoice.<\/p>\n<p>\u201cSeveral of these stakeholders made submissions to the minister suggesting it be corrected.
