{"id":263149,"date":"2018-06-07T06:42:09","date_gmt":"2018-06-07T04:42:09","guid":{"rendered":"https:\/\/mybroadband.co.za\/news\/?p=263149"},"modified":"2018-06-07T11:10:27","modified_gmt":"2018-06-07T09:10:27","slug":"icasa-must-extend-deadline-to-implement-new-data-rules-networks","status":"publish","type":"post","link":"https:\/\/mybroadband.co.za\/news\/telecoms\/263149-icasa-must-extend-deadline-to-implement-new-data-rules-networks.html","title":{"rendered":"ICASA must extend deadline to implement new data rules &#8211; Networks"},"content":{"rendered":"<p>Telkom and Cell C have requested that ICASA extend its deadline to implement new regulations governing out-of-bundle billing and data rollover.<\/p>\n<p>ICASA published its amended End-User and Subscriber Service Charter Regulations on 7 May 2018, and gave service providers 30 days to comply with the new rules.<\/p>\n<p>The implementation deadline is therefore this week &#8211; 7 June 2018.<\/p>\n<p>Under the new regulations, service providers are <a href=\"https:\/\/mybroadband.co.za\/news\/government\/257837-icasa-to-block-out-of-bundle-data-billing.html\"><strong>prohibited<\/strong><\/a> from charging subscribers for out-of-bundle usage without their consent.<\/p>\n<p>They also require networks to offer the ability to roll over <a href=\"https:\/\/mybroadband.co.za\/news\/business-telecoms\/257853-mobile-data-does-not-have-to-last-3-years-icasa.html\"><strong>unused data<\/strong><\/a>, and transfer data to another subscriber on the same network.<\/p>\n<p>While Cell C and Telkom fully intend to comply with the regulations, they said the deadline is too short.<\/p>\n<hr \/>\n<h3 class=\"my-4\">Telkom &#8211; 3-month extension<\/h3>\n<p>\u201cAligned with our objective of continually improving our customer experience, we intend to offer products and services which meet the requirements of the regulations,\u201d a Telkom spokesperson told MyBroadband.<\/p>\n<p>\u201cTelkom is making every effort to ensure that we meet these requirements and that we are able to effect the necessary changes on our current products. To this end, we have requested a three-month extension from ICASA in order to be in a position to comply with the regulations.\u201d<\/p>\n<hr \/>\n<h3 class=\"my-4\">Cell C &#8211; 6-month extension<\/h3>\n<p>Cell C said it is committed to complying with the regulations, but ICASA\u2019s timeline for implementation is unrealistic.<\/p>\n<p>\u201cWe estimate that a minimum period of six months is required for Cell C to fully implement the changes required,\u201d said Cell C.<\/p>\n<p>\u201cTo this effect, Cell C has written to ICASA to request an extension in this regard.\u201d<\/p>\n<hr \/>\n<h3 class=\"my-4\">MTN &#8211; Extension needed<\/h3>\n<p>MTN said it has also asked ICASA for an extension, after telling the regulator three months ago that more time was needed.<\/p>\n<p>\u201cAt the time, MTN asked for a reasonable amount of time to bring about the extensive system changes that the amendments would require,\u201d MTN told MyBroadband.<\/p>\n<p>MTN said it has worked hard over the past month to implement the new requirements, but there were numerous unintended consequences which ICASA did not foresee.<\/p>\n<p>For example, MTN has to determine whether it sends subscribers depletion notifications for every bundle type it offers.
