{"id":296500,"date":"2019-02-20T08:03:16","date_gmt":"2019-02-20T06:03:16","guid":{"rendered":"https:\/\/mybroadband.co.za\/news\/?p=296500"},"modified":"2019-02-20T08:04:55","modified_gmt":"2019-02-20T06:04:55","slug":"mtn-to-officially-launch-out-of-bundle-data-blocking","status":"publish","type":"post","link":"https:\/\/mybroadband.co.za\/news\/cellular\/296500-mtn-to-officially-launch-out-of-bundle-data-blocking.html","title":{"rendered":"MTN to officially launch out-of-bundle data blocking"},"content":{"rendered":"<p>In December 2017, MTN <a href=\"https:\/\/mybroadband.co.za\/news\/cellular\/240620-mtn-launches-out-of-bundle-data-blocking.html\" target=\"_blank\" rel=\"noopener\"><strong>launched<\/strong><\/a> an out-of-bundle (OOB) barring feature, which allowed users to prevent out-of-bundle data usage.<\/p>\n<p>This system provided users with a simple way to block OOB usage by dialling *141*0# and selecting the relevant option.<\/p>\n<p>When selecting the option, users could choose to turn the feature off and prevent bill shock due to out-of-bundle spend.<\/p>\n<p>Shortly after this became available, however, MTN backtracked on the launch and said the <a href=\"https:\/\/mybroadband.co.za\/news\/cellular\/240706-we-launched-out-of-bundle-data-blocking-by-mistake-mtn.html\" target=\"_blank\" rel=\"noopener\"><strong>feature was still a pilot programme<\/strong><\/a> and was not available to the general public.<\/p>\n<p>\u201cAn error on the part of MTN has led to the incorrect impression that the company has launched an out-of-bundle barring service,\u201d it said.<\/p>\n<p>\u201cThis is currently not the case, MTN has not launched OOB barring functionality.\u201d<\/p>\n<p>MyBroadband tested the service on an MTN SIM and found that it worked on a prepaid 30-day data bundle, but did not work with a one-hour data bundle.<\/p>\n<h3 class=\"my-4\">Reports of problems<\/h3>\n<p>Many MyBroadband users with access to the experimental feature have\u00a0<a href=\"https:\/\/mybroadband.co.za\/forum\/threads\/mtn-oob-barring-now-available.926602\/page-6\" target=\"_blank\" rel=\"noopener\"><strong>reported experiencing<\/strong><\/a> issues with the barring option in recent weeks.<\/p>\n<p>Users said they incurred out-of-bundle charges despite turning OOB spending off in the MTN USSD menu, while others said the option was no longer available for them.<\/p>\n<p>MyBroadband attempted to test the feature on the same MTN prepaid SIM we used for the previous test, but found that the feature was not available.<\/p>\n<p>Subsequently, we reached out to MTN regarding its OOB barring feature and asked what its status was.<\/p>\n<h3 class=\"my-4\">OOB barring<\/h3>\n<p>MTN executive for corporate affairs Jacqui O&#8217;Sullivan told MyBroadband that MTN has still not launched its OOB barring feature, but added that it will do so at the end of February.<\/p>\n<p>&#8220;This option will be launched, in line with the requirements of the [ICASA] End User and Subscriber Service Charter Regulations, at the end of this month,&#8221; she said<\/p>\n<p>&#8220;There is currently no OOB barring feature in place.&#8221;<\/p>\n<p>O&#8217;Sullivan added that MTN remains on track to meet all the requirements of the regulations at the end of February 2019.<\/p>\n<h3 class=\"my-4\">End-User and Subscriber Service Charter<\/h3>\n<p>MTN has also implemented a number of changes to its mobile network to align with ICASA&#8217;s regulations.<\/p>\n<p>Mobile networks are required to comply with the new regulations by 28 February 2019.<\/p>\n<p>The regulations require operators to provide customers with the ability to transfer mobile data to other subscribers, roll over once-off data bundles, and opt out of OOB charges.<\/p>\n<p>MTN <a href=\"https:\/\/mybroadband.co.za\/news\/cellular\/289890-mtn-implements-new-data-depletion-notifications.html\" target=\"_blank\" rel=\"noopener\"><strong>recently changed<\/strong><\/a> how its data usage notifications worked to comply with these regulations, notifying users when they had depleted 50%, 80%, and 100% of their monthly data balance or inclusive data.<\/p>\n<p>Other South African mobile networks have also started preparing for the deadline of 28 February.<\/p>\n<h3 class=\"my-4\">Now read:\u00a0<a href=\"https:\/\/mybroadband.co.za\/news\/cellular\/295852-cell-c-customer-charged-r14000-for-14gb.html\" rel=\"bookmark\">Cell C customer charged R14,000 for 14GB<\/a><\/h3>\n","protected":false},"excerpt":{"rendered":"<p>In December 2017, MTN launched a new out-of-bundle barring feature &#8211;
