The Internet Service Providers' Association of South Africa (ISPA) lodged a complaint with the Competition Commission (CC) in December 2005 against a variety of anti-competitive practices by Telkom. A number of these anti-competitive practices relate to ADSL, but the complaint also covered a lot of other issues.<\/p>\n
“We try to avoid a public perception that ADSL is the only problem [regarding Telkom] that the CC needs to look at. There are many other serious anti-competitive practices that ISPA believes also require the CC's attention,” said ISPA’s Ant Brooks.<\/p>\n
According to ISPA the CC has received a number of other complaints about Telkom's practices in the Internet sector, and the competition body seems to have been investigating all of these complaints in parallel.<\/p>\n
“ISPA and ISPA Members have been co-operating fully with the Commission. Particularly during the last six months. The CC has been very actively investigating the various complaints before it and has been soliciting additional information from a number of parties,” said Brooks.<\/p>\n
ISPA has given the CC permission to extend its six month deadline in which it has to investigate a complaint a few times, and the new deadline to rule on this issue is June 2008.<\/p>\n
ISPA is however confident that the CC will not require any more extensions. “We are expecting an outcome from the Commission before June 2008,” Brooks concluded.<\/p>\n
