{"id":322424,"date":"2019-10-07T14:46:28","date_gmt":"2019-10-07T12:46:28","guid":{"rendered":"https:\/\/mybroadband.co.za\/news\/?p=322424"},"modified":"2019-10-07T14:51:33","modified_gmt":"2019-10-07T12:51:33","slug":"facebooks-libra-set-to-be-delayed","status":"publish","type":"post","link":"https:\/\/mybroadband.co.za\/news\/cryptocurrency\/322424-facebooks-libra-set-to-be-delayed.html","title":{"rendered":"Facebook&#8217;s Libra may be delayed"},"content":{"rendered":"<p>Facebook Inc.\u2019s proposed cryptocurrency has faced such overwhelming scorn since it was announced in June that an exchange is facilitating bets on whether the social-media company can come close to meeting its target launch date.<\/p>\n<p><a href=\"https:\/\/coinflex.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">CoinFLEX<\/a>, a crypto-futures exchange that\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-01-06\/crypto-exchange-takes-on-behemoths-with-physical-bitcoin-futures\" target=\"_blank\" rel=\"noopener noreferrer\">launched<\/a>\u00a0earlier this year, is offering derivatives that pay out based on the likelihood Libra will be operational by the end of 2020. Facebook has\u00a0<a href=\"https:\/\/libra.org\/en-US\/white-paper\/#what-is-next-for-libra\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a>\u00a0it plans to begin by the middle of next year but will not do so until regulators are satisfied, a substantial qualifier given the misgivings of policy makers from France\u2019s finance minister to the chairman of the U.S. Federal Reserve.<\/p>\n<p>From the moment Facebook officially\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-06-18\/better-than-bitcoin-facebook-unveils-libra-cryptocurrency\" target=\"_blank\" rel=\"noopener noreferrer\">unveiled<\/a>\u00a0Libra, the digital currency has faced an onslaught of criticism, with regulators and central bankers raising concerns over the potential threats to everything from data privacy to financial stability and even monetary policy, given the size and reach of the company. And with Libra becoming a political football, even Facebook executives have started to dial down expectations of a timely launch.<\/p>\n<p>\u201cFacebook has the ability to rival the entire global banking system from day one, but, because of that fact, when that first day will be is far from certain,\u201d said\u00a0<a href=\"https:\/\/coinflex.com\/about\/\" target=\"_blank\" rel=\"noopener noreferrer\">Mark Lamb<\/a>, CoinFLEX\u2019s Hong Kong-based chief executive officer. \u201cThe political backlash has been brutal, and it\u2019s anyone\u2019s guess if Facebook will get this over the line.\u201d<\/p>\n<p>While David Marcus, the head of Facebook\u2019s blockchain efforts and the public face of Libra, is sticking to the initial target, other executives have been less emphatic. Facebook\u2019s CEO Mark Zuckerberg last month declined to directly answer whether the token will launch in 2020,\u00a0<a href=\"https:\/\/asia.nikkei.com\/Editor-s-Picks\/Interview\/Zuckerberg-wants-Facebook-to-look-before-it-leaps\" target=\"_blank\" rel=\"noopener noreferrer\">saying<\/a>\u00a0\u201cobviously we want to move forward at some point soon\u201d and not have it take \u201cmany years to roll out,\u201d adding \u201cright now I\u2019m really focused on making sure that we do this well.\u201d<\/p>\n<p>\u201cWe cannot say that we won\u2019t launch in 2020, or that we are certain to launch on a particular date in 2020,\u201d said Bertrand Perez, chief operating officer of the Libra Association, in an interview on Sept. 27. The timing of Libra\u2019s introduction depends on discussions with regulators, then \u201cthe rest will flow from there,\u201d he said.<\/p>\n<p>A spokeswoman for the Libra Association, the group of companies and charities that manage the Libra token and payments system, said it has \u201ccontinued to share that our goal is to launch in 2020\u201d and it has \u201cno other specifics to share at this time.\u201d<\/p>\n<h3 class=\"my-4\">How They Work<\/h3>\n<p>CoinFLEX is offering physically-settled futures that will deliver Libra tokens if the so-called stablecoin is live by Dec. 30, 2020, or the settlement date. If Libra is not operational by then, investors will receive nothing and will have lost their initial investment.<\/p>\n<p>The exchange, which is incorporated in the lightly-regulated Seychelles, plans to hold what it calls an initial futures opening, or IFO, on Oct. 24. The initial price of Libra futures will be set at 30 cents, which equates to a roughly 30% chance that Libra will be operational by December next year, said Lamb.<\/p>\n<p>The price was set after discussions with investors and traders, and is intended to be a level that will attract divergent views to encourage trading, he said. Within around 30 minutes of the offering, investors that did not participate in the IFO can trade the contract at prices that better reflect their assessment of Libra\u2019s progress, said Lamb.<\/p>\n<p>An investor that ascribes an 80% chance to Libra being operational before the contract expires, will pay the equivalent of 80% of a Libra and, if correct, will receive a Libra token when the contract expires, thus having acquired them at a discount. If he is wrong, he will receive nothing and will not get his money back.<\/p>\n<p>Investors can also bet against Libra launching in 2020. For both long and short trades, gains will be capped at $1.1 per Libra to account for changes in the value of the currencies backing the stablecoin, said Lamb.<\/p>\n<h3 class=\"my-4\">Prediction Market<\/h3>\n<p>Facebook told a German politician last month that the dollar and U.S. government debt securities would make up 50% of the basket, with the euro and euro-denominated bonds accounting for 18%, the yen at 14%, the pound at 11% and the Singapore dollar at 7%, German news magazine Der Spiegel\u00a0<a href=\"https:\/\/www.spiegel.de\/wirtschaft\/facebook-will-kryptowaehrung-libra-nicht-an-yuan-koppeln-a-1287853.html\" target=\"_blank\" rel=\"noopener noreferrer\">reported<\/a>\u00a0last month.<\/p>\n<p>While the Libra Association wouldn\u2019t confirm the specific breakdown, Dante Disparte, its head of policy and communications, said the Libra Reserve is expected to be a \u201cfungible pool of cash and very short-term government securities that are expected to be denominated in U.S. dollars, euros, Japanese yen, British pound sterling and Singapore dollars.\u201d<\/p>\n<p>PayPal Holdings Inc., an original member of the Libra Association, confirmed on Friday it has\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-10-04\/paypal-pulls-out-of-facebook-led-libra-cryptocurrency-group\" target=\"_blank\" rel=\"noopener noreferrer\">pulled out<\/a>\u00a0of the Facebook-led project. Several other founding members have been wavering over whether to fully embrace the effort because they\u2019re concerned about maintaining positive relationships with regulators who have reservations about the initiative, people familiar with the matter told Bloomberg last week.<\/p>\n<p>Su Zhu, CEO of Singapore-based foreign exchange and crypto fund Three Arrows Capital, said his firm is considering making markets for the future. He said while it\u2019s difficult to forecast how actively the contracts will be traded, investors will follow their price with interest because it will give a read of market expectations for Libra.<\/p>\n<p>\u201cThis can be interesting if it gathers liquidity as its kind of a prediction market on Libra,\u201d said Zhu.<\/p>\n<p>This will be the third time CoinFLEX has offered futures for tokens that don\u2019t yet exist. Trading in futures for the Polkadot project and blockchain-technology platform Dfinity have been muted since their IFOs earlier this year.<\/p>\n<p>Lamb, who previously co-founded a U.K. Bitcoin exchange, said he hopes the IFO will draw more investors to his exchange and other crypto contracts.
