{"id":500223,"date":"2023-07-14T08:11:11","date_gmt":"2023-07-14T06:11:11","guid":{"rendered":"https:\/\/mybroadband.co.za\/news\/?p=500223"},"modified":"2023-07-14T22:11:59","modified_gmt":"2023-07-14T20:11:59","slug":"chatgpt-under-investigation-by-us-regulator","status":"publish","type":"post","link":"https:\/\/mybroadband.co.za\/news\/software\/500223-chatgpt-under-investigation-by-us-regulator.html","title":{"rendered":"ChatGPT under investigation by US regulator"},"content":{"rendered":"<p>The US Federal Trade Commission has opened an investigation into OpenAI Inc., questioning whether its popular ChatGPT conversational AI bot puts consumers\u2019 reputations and data at risk, according to a person familiar with the matter.<\/p>\n<p>The probe into the Microsoft Corp.-backed startup marks the first official inquiry into a technology that has the potential to change almost every aspect of people\u2019s lives and has become almost equally fascinating for its potential to run awry.<\/p>\n<p>FTC Chair Lina Khan, who testified before Congress Thursday, has<strong>\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-06-02\/ftc-s-khan-says-enforcers-need-to-be-vigilant-early-with-ai\" target=\"_blank\" rel=\"noopener noreferrer\">raised concerns<\/a>\u00a0<\/strong>about AI before, saying enforcers \u201cneed to be vigilant early\u201d with transformative tools like artificial intelligence.<\/p>\n<p>Microsoft declined to comment. In a series of\u00a0<strong><a href=\"https:\/\/twitter.com\/sama\/status\/1679602638562918405\" target=\"_blank\" rel=\"noopener noreferrer\">tweets<\/a><\/strong>\u00a0Thursday, OpenAI Chief Executive Officer Sam Altman said \u201cof course we will work with the FTC,\u201d and that it is \u201csuper important\u201d to the company that its technology is \u201csafe and pro-consumer.\u201d Altman also said OpenAI is \u201cconfident\u201d it\u2019s adhering to US laws.<\/p>\n<p>\u201cWe protect user privacy and design our systems to learn about the world, not private individuals,\u201d he said.<\/p>\n<p>The Washington Post earlier reported on the FTC\u2019s probe.<\/p>\n<p>The FTC\u2019s investigation opens a potent regulatory salvo at San Francisco-based OpenAI, the leader in generative AI technology whose ChatGPT app has sparked a race among companies across nearly every industry to develop their own competing chatbots.<\/p>\n<p>ChatGPT is built atop a large language model, which is trained on enormous swaths of text from the internet so that it can generate responses to questions in a way that sounds human-like.<\/p>\n<p>The probe \u201cis a significant development that could have implications for both the company and the broader AI innovation sector,\u201d said Divyansh Kaushik, associate director for emerging technologies and national security at the Federation of American Scientists, a non-partisan think tank in Washington.<\/p>\n<p>\u201cIt signals that regulators are becoming more proactive in ensuring that AI companies operate ethically and responsibly.\u201d<\/p>\n<p>The rapid rise of the technology in the past eight months since ChatGPT become widely available, has prompted calls for regulation and a pause in training of advanced AI systems, even among the heads of some of the leading companies in the field, such as OpenAI, Anthropic and Alphabet Inc.\u2019s DeepMind.<\/p>\n<p>Altman has been an outspoken proponent of regulation. In a May hearing, Altman said Congress should create\u00a0<strong><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-05-16\/when-altman-went-to-washington-and-asked-for-ai-rules-takeaways\" target=\"_blank\" rel=\"noopener noreferrer\">robust safety standards<\/a>\u00a0<\/strong>for advanced AI systems.<\/p>\n<p>\u201cIf this technology goes wrong, it can go quite wrong,\u201d Altman said. Twitter owner Elon Musk has also been one of the loudest voices warning about the potential consequences of mainstreaming AI.<\/p>\n<p>A prominent tech ethics group\u00a0<strong><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-03-30\/openai-target-of-complaint-to-ftc-urging-halt-of-gpt-rollouts\" target=\"_blank\" rel=\"noopener noreferrer\">filed a complaint<\/a>\u00a0<\/strong>in March urging the FTC to halt further commercial deployment of the technology that powers ChatGPT.<\/p>\n<p>The complaint from the Center for Artificial Intelligence and Digital Policy, which is led by longtime privacy advocate Marc Rotenberg, called on the FTC to open the investigation and \u201censure the establishment of necessary guardrails to protect consumers, businesses, and the commercial marketplace.\u201d<\/p>\n<p>The FTC, which enforces both antitrust and consumer protection laws, is also taking a<strong>\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-06-02\/ftc-s-khan-says-enforcers-need-to-be-vigilant-early-with-ai\" target=\"_blank\" rel=\"noopener noreferrer\">close look<\/a><\/strong>\u00a0at how competition is developing in the space, Khan has said, to ensure dominant firms aren\u2019t using their power over key inputs like data to discriminate against rivals.<\/p>\n<p>The agency is also monitoring how AI tools are being used by scammers and will enforce the law, not just against fraudsters, but also against companies that enable them, she said.<\/p>\n<p>In a 20-page letter addressed to OpenAI this week, the FTC asked the company to provide detailed descriptions of all complaints it had received of its products making \u201cfalse, misleading, disparaging or harmful\u201d statements about people, according to the Washington Post.<\/p>\n<p>The FTC is looking into whether the company engaged in unfair or deceptive practices that caused \u201creputational harm\u201d to consumers, according to the Post.<\/p>\n<p>The FTC also asked the company to provide records related to a security incident that the company disclosed in March when a bug in its systems allowed some users to see payment-related information, as well as some data from other users\u2019 chat history.<\/p>\n<p>Khan faced a\u00a0<strong><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-07-13\/ftc-s-khan-defends-ethics-microsoft-appeal-before-skeptical-gop\" target=\"_blank\" rel=\"noopener noreferrer\">grilling<\/a><\/strong> in Congress on Thursday in a hearing before the House Judiciary Committee, where Republican lawmakers attacked her adherence to ethics laws and aggressive antitrust enforcement, labelled her
