{"id":53435,"date":"2012-06-25T12:58:42","date_gmt":"2012-06-25T10:58:42","guid":{"rendered":"http:\/\/mybroadband.co.za\/news\/?p=53435"},"modified":"2012-06-25T14:00:57","modified_gmt":"2012-06-25T12:00:57","slug":"jumpstart-frequency-licensing-to-boost-broadband-ispa","status":"publish","type":"post","link":"https:\/\/mybroadband.co.za\/news\/wireless\/53435-jumpstart-frequency-licensing-to-boost-broadband-ispa.html","title":{"rendered":"Jumpstart frequency licensing to boost broadband: ISPA"},"content":{"rendered":"<p>It is imperative that the Minister of Communications finalises her policy directions on high-demand frequency and the exploitation of the digital dividend at the soonest possible opportunity.<\/p>\n<p>This is according to the <a title=\"Internet Service Providers' Association of SA (ISPA)\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/211694-ISPA\">Internet Service Providers&#8217; Association of SA (ISPA)<\/a>, which says that such action is vital if we are to jumpstart competition at all levels in the telecommunications market in South Africa.<\/p>\n<p><a title=\"Dominic Cull\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/209674-Dominic-Cull\">Dominic Cull<\/a>, ISPA regulatory advisor said that it is critical to address the licensing of available high-demand frequency in the short term. This, he added, is the best possible way to increase competition in the market and to deepen broadband penetration.<\/p>\n<p>\u201cCompetition in the provision of wireless wholesale and retail services will undoubtedly help address the existing \u2018affordability gap\u2019. It is this gap which is currently preventing many South Africans from taking up broadband services. Moreover, ISPA\u2019s members have already proved how competition results in price reductions, as evidenced by the current state of the ADSL market,\u201d said Cull.<\/p>\n<p>The sooner the assignment process for the 800MHz and 2.6GHz frequencies is resumed, the better for all South Africans. ISPA is of the opinion that we are possibly witnessing the last realistic chance for new entrants to get into the market and compete at an infrastructure level.<\/p>\n<p>Cull states that ISPA welcomes the focus the Minister placed on mobile data pricing during her speech at the recent ICT Indaba, when she emphasised the need for an intervention in this area.<\/p>\n<p>This was important, he said, as it would help to empower small and large ISPs to compete with the incumbent providers. In so doing, it would make a significant short-term contribution to bringing affordable wireless broadband to all parts of the nation.<\/p>\n<div id=\"attachment_36262\" style=\"width: 610px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/mybroadband.co.za\/news\/telecoms\/36258-icasas-delayed-tone-set-to-continue.html\/attachment\/dominic-cull\" rel=\"attachment wp-att-36262\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-36262\" class=\"size-full wp-image-36262\" title=\"Dominic Cull\" src=\"http:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2011\/10\/Dominic-Cull.jpg\" alt=\"Dominic Cull\" width=\"600\" height=\"359\" srcset=\"https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2011\/10\/Dominic-Cull.jpg 600w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2011\/10\/Dominic-Cull-100x59.jpg 100w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2011\/10\/Dominic-Cull-185x110.jpg 185w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/a><p id=\"caption-attachment-36262\" class=\"wp-caption-text\">Dominic Cull<\/p><\/div>\n<p>\u201cISPA\u2019s members already have a track record of service innovation and pricing decreases, we need look no further than uncapped broadband as an example, in the fixed line broadband market,\u201d said Cull.<\/p>\n<p>This has clearly been recognised by the Minister, who has obviously noted that at present, there are only limited opportunities to compete with the Mobile Network Operators (MNOs) in the provision of mobile data services.<\/p>\n<p>This can, of course, be addressed on an infrastructure level by the licensing of available high-demand frequency.\u201d<\/p>\n<p>Cull stated that the Minister\u2019s stance in this regard is clearly a positive one, but that ISPA further urges her to prioritise competition at the retail level.<\/p>\n<p>He indicated that we can already see the immediate benefits to consumers that are flowing from <a title=\"Cell C\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/213919-Cell-C\">Cell C\u2019s<\/a> strategy of competing on price. There is no reason that a similar strategy around mobile data will not yield similar results, he added.<\/p>\n<p>\u201cThe MNOs do not offer any resale opportunities and, Cell C aside, do not appear to be interested in competing with each other, except on a marketing level. ISPA therefore believes that introducing genuine competition into the retail market will have a dramatic impact.
