{"id":562473,"date":"2024-09-30T12:11:39","date_gmt":"2024-09-30T10:11:39","guid":{"rendered":"https:\/\/mybroadband.co.za\/news\/?p=562473"},"modified":"2024-09-30T12:15:30","modified_gmt":"2024-09-30T10:15:30","slug":"eskom-burning-question","status":"publish","type":"post","link":"https:\/\/mybroadband.co.za\/news\/energy\/562473-eskom-burning-question.html","title":{"rendered":"Eskom burning question"},"content":{"rendered":"\n<p>Despite its recent successes in increasing the reliability of its power plants suspending load-shedding, Eskom remains reliant on more expensive diesel-powered open-cycle gas turbines (OCGTs).<\/p>\n\n\n\n<p>National Energy Regulator of South Africa (Nersa) electricity executive Welile Mkhize <a href=\"https:\/\/www.youtube.com\/watch?v=nEDkHosWduE\" target=\"_blank\" rel=\"noreferrer noopener\">has said<\/a> diesel consumption was one of the justifications Eskom provided for its 36.15% <a href=\"https:\/\/mybroadband.co.za\/news\/energy\/562019-eskom-asks-for-massive-electricity-price-hikes.html\">tariff hike application<\/a>.<\/p>\n\n\n\n<p>Other factors include the rising price of coal and the requirement for increased maintenance of Eskom&#8217;s generation fleet.<\/p>\n\n\n\n<p>Nersa published Eskom&#8217;s Multi-Year Price Determination application last week, confirming that the power utility had requested a massive price hike for next year. This was months after Eskom&#8217;s draft application document <a href=\"https:\/\/mybroadband.co.za\/news\/energy\/541879-eskom-wants-to-hike-electricity-prices-by-up-to-44.html\">leaked to Daily Maverick<\/a>.<\/p>\n\n\n\n<p>Eskom also asked for an 11.81% tariff increase for the 2026\/27 financial year, followed by 9.10% in 2027\/28.<\/p>\n\n\n\n<p>Its projected OCGT expenditure for the current financial year is R19.15 billion.<\/p>\n\n\n\n<p>The power utility budgeted just over R10 billion in the 2025 financial year to generate the 1,266 gigawatt-hours (GWh) it believes will be required.<\/p>\n\n\n\n<p>This budget increases by R500,000 for each of the following financial years included in its application, keeping budgeted-for GWh constant.<\/p>\n\n\n\n<p>Although Eskom has recently <a href=\"https:\/\/mybroadband.co.za\/news\/energy\/561793-eskom-burning-diesel.html\" data-type=\"post\" data-id=\"561793\">ramped up diesel usage<\/a>, Mkhize highlighted that the power utility has had some success in decreasing its reliance on fuel-generated energy.<\/p>\n\n\n\n<p>&#8220;The cost of running OCGTs that run on diesel has decreased significantly,&#8221; said Mkhize.<\/p>\n\n\n\n<p>&#8220;From 1 April, at the start of the financial year until August, there has been a decrease of 70% in the amount of diesel used compared to last year.&#8221;<\/p>\n\n\n\n<p>After five excellent months, Eskom&#8217;s&nbsp;<a href=\"https:\/\/www.eskom.co.za\/dataportal\/\" target=\"_blank\" rel=\"noreferrer noopener\">online data portal<\/a>&nbsp;shows it reverted to burning diesel to cope with South Africa&#8217;s energy demands.<\/p>\n\n\n\n<p>In September 2024, it used more capacity from its open-cycle gas turbines (OCGTs) than in the previous two months combined.<\/p>\n\n\n\n<p>Based on the trends in daily and weekly OCGT consumption, the most likely cause appears to be the&nbsp;<a href=\"https:\/\/mybroadband.co.za\/news\/energy\/560821-eskom-quietly-shuts-down-980mw-koeberg-unit.html\">unannounced shutdown of a unit at Koeberg<\/a>&nbsp;nuclear power station on 11 September 2024.<\/p>\n\n\n\n<p>Eskom switched the station&#8217;s 920MW Unit 1 off after one of its block valves failed a three-monthly routine test.<\/p>\n\n\n\n<p>OCGTs contributed 271.1 GWh of electricity during the first three weeks of September, compared with 211.6&nbsp;GWh in July and August 2024.<\/p>\n\n\n\n<p>If Eskom&#8217;s average daily consumption in the month continued at the current trend, it could use about 369&nbsp;GWh of OCGTs in September 2024, the same consumption as in September 2023.<\/p>\n\n\n\n<p>That will also be the utility&#8217;s highest OCGT consumption since April 2024.<\/p>\n\n\n\n<p>MyBroadband also noticed that OCGTs contributed another 11.9&nbsp;GWh from Saturday, 21 September 2024, to Sunday, 22 September 2024.<\/p>\n\n\n\n<p>That shows Eskom had to tap into its emergency generation reserves over the weekend despite demand typically being lower at these times.<\/p>\n\n\n\n<p>In addition, the data portal revealed that Eskom and Independent Power Producers&#8217; weekly OCGT load factors increased to well over 30% in the second week of September, their highest levels since April 2024.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"533\" src=\"https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2022\/11\/Gourikwa-Eskom-OCGT-800x533.jpg\" alt=\"\" class=\"wp-image-470803\" srcset=\"https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2022\/11\/Gourikwa-Eskom-OCGT-800x533.jpg 800w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2022\/11\/Gourikwa-Eskom-OCGT-600x400.jpg 600w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2022\/11\/Gourikwa-Eskom-OCGT-768x512.jpg 768w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2022\/11\/Gourikwa-Eskom-OCGT.jpg 1200w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><figcaption class=\"wp-element-caption\">Gourikwa open-cycle gas turbine power station<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">A new methodology<\/h2>\n\n\n\n<p>According to Matthew Cruise, an energy expert at Forest Energy Solutions, Eskom&#8217;s latest application is the first time <a href=\"https:\/\/mybroadband.co.za\/news\/energy\/562273-eskom-recovering-diesel-debt-through-massive-price-hikes.html\">the power utility&#8217;s supply costs have been addressed<\/a> in its revenue application.<\/p>\n\n\n\n<p>Following the draft document leak, Nersa electricity regulation head Nhlanhla Gumede said that the methodology used for regulating electricity prices has <a href=\"https:\/\/mybroadband.co.za\/news\/technology\/557076-south-africas-massive-electricity-price-hikes-caused-by-mistake.html\">focussed on Eskom&#8217;s revenue<\/a> rather than the cost of supply.<\/p>\n\n\n\n<p>Gumede said this was because of the incorrect interpretation of the Electricity Regulation Act (ERA), which led the regulator to approve Eskom tariff increases of 653% between 2007 and 2022 while inflation only went up by 129%.<\/p>\n\n\n\n<p>Eskom&#8217;s price hikes were approved to regulate the power utility&#8217;s revenue in accordance with the 1987 Eskom Act, which Gumede said was annulled by the 2001 Eskom Conversion Act and the 2006 ERA.<\/p>\n\n\n\n<p>Nersa rejected his statements, saying that it&nbsp;&#8220;<a href=\"https:\/\/mybroadband.co.za\/news\/energy\/557832-south-african-electricity-price-hike-mistake-allegations-turn-ugly.html\">distances itself<\/a> from the contents and views expressed&#8221; by Gumede.<\/p>\n\n\n\n<p>Regardless, the adjusted methodology that incorporates the cost of supply has not resulted in a price increase deemed affordable by South Africans.<\/p>\n\n\n\n<p>South African Human Rights Commission chair <a href=\"https:\/\/mybroadband.co.za\/news\/energy\/562129-eskom-social-unrest-warning.html\">Chris Nissen warned<\/a> these price hikes may spark social unrest in the country.<\/p>\n\n\n\n<p>&#8220;Unfortunately, when a situation like this is created, you do find opportunistic people who use the issue from a party, political, or individual interest to highlight these issues, but of course with a hidden agenda,&#8221;
