{"id":566031,"date":"2024-10-20T09:00:00","date_gmt":"2024-10-20T07:00:00","guid":{"rendered":"https:\/\/mybroadband.co.za\/news\/?p=566031"},"modified":"2024-10-20T09:02:01","modified_gmt":"2024-10-20T07:02:01","slug":"sabc-tv-licence-problem","status":"publish","type":"post","link":"https:\/\/mybroadband.co.za\/news\/broadcasting\/566031-sabc-tv-licence-problem.html","title":{"rendered":"SABC TV Licence problem"},"content":{"rendered":"\n<p>The South African Broadcasting Corporation (SABC) has revealed that government departments owe it nearly R35 million in unpaid TV licence fees.<\/p>\n\n\n\n<p>City Press <a href=\"https:\/\/www.news24.com\/citypress\/news\/even-government-isnt-paying-tv-licences-anymore-20241020\" data-type=\"link\" data-id=\"https:\/\/www.news24.com\/citypress\/news\/even-government-isnt-paying-tv-licences-anymore-20241020\">reports<\/a> that licences for 2,490 TV sets owned by government departments remain unpaid, and overall TV licence avoidance increased to 86% in the 2023\/24 financial year.<\/p>\n\n\n\n<p>It should be noted that government departments have reduced their unpaid TV licence bills compared to the previous year, in which the SABC said government entities owed R56 million.<\/p>\n\n\n\n<p>According to SABC chief financial officer Yolanda van Biljon, the public broadcaster billed roughly R5 billion in TV licence fees in 2023\/24 but only collected around R726 million.<\/p>\n\n\n\n<p>TV licence non-payment has been rising in South Africa, with avoidance rates ranging from 69% in 2019 to 86% in 2024. TV licence avoidance rates in the country from 2018 to 2024 were as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>2018 <\/strong>\u2014 72%<\/li>\n\n\n\n<li><strong>2019 <\/strong>\u2014 69%<\/li>\n\n\n\n<li><strong>2020 <\/strong>\u2014 81%<\/li>\n\n\n\n<li><strong>2021 <\/strong>\u2014 82%<\/li>\n\n\n\n<li><strong>2022 <\/strong>\u2014 82%<\/li>\n\n\n\n<li><strong>2023 <\/strong>\u2014 84%<\/li>\n\n\n\n<li><strong>2024 <\/strong>\u2014 86%<\/li>\n<\/ul>\n\n\n\n<p>The public broadcaster is facing two major disconnection threats: the government&#8217;s plan to switch off the country&#8217;s analogue TV signals later this year and South Africa&#8217;s signal distributor Sentech&#8217;s threat to cut its transmissions due to non-payment.<\/p>\n\n\n\n<p>The current analogue TV switch-off deadline of 31 December 2024 has been a point of contention for the public broadcaster, with it fearing that many South Africans may be left behind.<\/p>\n\n\n\n<p>The issue is that South Africans with analogue TV sets require a government-subsidised set-top box (STB) to receive digital TV signals before the deadline arrives.<\/p>\n\n\n\n<p>Without the STB, these households will lose access to TV broadcasts.<\/p>\n\n\n\n<p>&#8220;As digitisation occurs, the SABC and South Africans shouldn&#8217;t be disadvantaged. TVs being cut off is a national problem. Don&#8217;t switch off just because a deadline&#8217;s being chased. Ensure TV viewers are switched over,&#8221; City Press quoted Van Biljon as saying.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"533\" src=\"https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2022\/06\/DVbt2-set-top-box.jpg\" alt=\"\" class=\"wp-image-450212\" srcset=\"https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2022\/06\/DVbt2-set-top-box.jpg 800w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2022\/06\/DVbt2-set-top-box-600x400.jpg 600w, https:\/\/mybroadband.co.za\/news\/wp-content\/uploads\/2022\/06\/DVbt2-set-top-box-768x512.jpg 768w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><figcaption class=\"wp-element-caption\">South African residents require a set-top box to receive digital TV transmissions<\/figcaption><\/figure>\n\n\n\n<p>The SOS: Support Public Broadcasting Coalition recently <a href=\"https:\/\/mybroadband.co.za\/news\/broadcasting\/563465-south-african-analogue-tv-switch-off-warning.html\" data-type=\"link\" data-id=\"https:\/\/mybroadband.co.za\/news\/broadcasting\/563465-south-african-analogue-tv-switch-off-warning.html\">warned<\/a> that prematurely switching off analogue TV signals could harm the SABC.<\/p>\n\n\n\n<p>According to SOS Coalition national coordinator Uyanda Siyotula, the public broadcaster&#8217;s audience numbers declined by 40% when the analogue TV signals were cut off in five of the country&#8217;s provinces.<\/p>\n\n\n\n<p>&#8220;If we&#8217;re looking at the big provinces, it&#8217;s going to lose more than 60%,&#8221; she said.<\/p>\n\n\n\n<p>However, communications minister Solly Malatsi recently <a href=\"https:\/\/mybroadband.co.za\/news\/broadcasting\/553812-south-africas-digital-tv-headache.html\" data-type=\"link\" data-id=\"https:\/\/mybroadband.co.za\/news\/broadcasting\/553812-south-africas-digital-tv-headache.html\">assured<\/a> that he would make a final decision on the 31 December 2024 deadline well before that date.<\/p>\n\n\n\n<p>&#8220;One thing I will not do is to leave the pronouncement on that decision very late and very close to that deadline because it just creates unhealthy and unnecessary anxiety in the sector,&#8221; the minister told MyBroadband in an interview.<\/p>\n\n\n\n<p>He acknowledges that a premature switch-off could leave many households without TV access, harming the public broadcaster and E-tv.<\/p>\n\n\n\n<p>&#8220;There is a very genuine concern about the approximately 400,000 households that are still on analogue and whether we can migrate them to digital before December,&#8221; he said.<\/p>\n\n\n\n<p>&#8220;I have a responsibility to ensure that we don&#8217;t leave South Africans behind.&#8221;<\/p>\n\n\n\n<p>The SABC&#8217;s non-payment of state signal distributor Sentech has resulted in its debt to the entity rising to nearly R1 billion, prompting Sentech to <a href=\"https:\/\/mybroadband.co.za\/news\/broadcasting\/564266-sabc-blackout-lifeline.html\" data-type=\"link\" data-id=\"https:\/\/mybroadband.co.za\/news\/broadcasting\/564266-sabc-blackout-lifeline.html\">threaten to cut off<\/a> the SABC&#8217;s TV and radio signals.<\/p>\n\n\n\n<p>However, it was recently given a lifeline by Malatsi, who facilitated a deal where Sentech won&#8217;t switch off the SABC&#8217;s TV signals for at least two months while it explores alternative funding models.<\/p>\n\n\n\n<p>&#8220;Following a meeting between the SABC and Sentech, I&#8217;ve taken a decision to enable roughly three million South Africans to continue enjoying access to radio and television services,&#8221;
