However, these companies charge a big premium for saving customers time and effort.

Several private companies have seen an opportunity in the inefficiencies at Home Affairs offices, which often lead to people standing in queues for hours to obtain essential documents.

Many Home Affairs branches are also in poor physical condition and lack seating for older or mobility-challenged people, making them undesirable places to spend any amount of time.

Home Affairs’ digital partnership programme with banks has recently greatly expanded access for smart ID card applications.

However, outside of conventional Home Affairs offices, passport applications are still limited to the 32 bank branches under the older eHomeAffairs programme.

In addition, many other key documents remain available only at Home Affairs offices, including abridged, vaulted, and unabridged marriage, birth, and death certificates.

Some of these documents can be applied for and collected on behalf of applicants by companies that will queue for them.

However, applicants are still required to fill out the official Home Affairs forms and, in some cases, collect the documents themselves.

To handle these processes, service providers charge thousands of rands more than people would pay when applying directly with Home Affairs.

They can also offer expedited turnarounds on documents for which you have already applied directly to Home Affairs.

Among the most highly-rated queuing services in May 2026 was Certificate Assist SA, with a 5-star rating from 460 Google Reviews and 270 Facebook ratings.

Another popular option was Qline Document Services. Based in Discovery’s offices in Sandton, it had an average Google Reviews score of 4.5 out of 5, based on 99 ratings.

Q-Line also facilitates visa applications, driving licence renewals, and applications for vehicle-related documentation, such as licence discs and change of ownership papers.

However, it should be noted that the eNatis website already allows people to apply for and pay for many of these documents without going to a driving licence testing centre (DLTC).

Alberton-based Q-Pro was also relatively well-reviewed. It had an average rating of 4.1 out of 5 on Google Reviews, based on 24 ratings.

Home Affairs queueing service fees comparison

Document

Direct from Home Affairs/Transport Department/SAPS station

Certificate Assist

Q-Line Document Services

Q-Pro

Smart ID

R140

n/a

R1,645

n/a

Passport

R600 or R1,200

n/a

R2,239 to R3,483

n/a

Driving Licence Renewal

R140 to R250

n/a

R1,645

n/a

Abridged certificates

R75

R978

n/a

n/a

Unabridged birth certificate

R75

R1,898

R2,365

R1,950

Unabridged marriage certificate

R75

R1,955 to R3,278

R2,365

R1,950

Unabridged death certificate

R75

R2,013

n/a

n/a

Vault copy of birth certificate

R75

R1,898

R2,365

R1,950

Vault copy of a marriage certificate

R75

R1,955 to R3,278

R2,365

R1,950

Apostille stamp

R150

R1,323

R1,320

R1,600

Letter of No Impediment

Under R100

R1,955

R2,875

R2,550

Police clearance

R95 to R190

R3,306

n/a

R2,700

Passport expediting

n/a

R1,668

n/a

R3,950 to R5,950

Home Affairs going digital threatens queuing services

Leon Schreiber, Minister of Home Affairs

It should be emphasised that sharing the type of personal information required for these documents is inherently risky, due to the involvement of intermediaries.

While the companies may cite compliance with the Protection of Personal Information Act (POPIA), that does not preclude them from falling victim to malicious data breaches.

It is also unclear exactly how some of these companies can speed up processes which are tax-funded, should treat all applicants equally, and depend on Home Affairs employees.

If Home Affairs Minister Leon Schreiber gets his way, queuing service providers that rely on government inefficiencies may be on borrowed time.

Schreiber has declared war on Home Affairs’ system downtime, which has often contributed to the long queues that gave rise to these services in the first place.

The department also plans to expand the range of documents available through its digital partnership with banks and, eventually, enable applications for them via mobile banking apps.

The programme has already shifted a lot of foot traffic for smart IDs away from Home Affairs offices, speeding up queuing for other documents.

In less than two months since its launch, the new smart ID service within South African banks facilitated over 100,000 applications across roughly 130 branches.

Schreiber said his department was 60% understaffed, and the best way to address the capacity gap is to use technology.

By reducing reliance on humans in the processes, the department was also reducing opportunities for malicious staff or other involved parties to engage in corrupt activities.

Home Affairs’
