{"id":648848,"date":"2026-05-21T09:05:24","date_gmt":"2026-05-21T07:05:24","guid":{"rendered":"https:\/\/mybroadband.co.za\/news\/?p=648848"},"modified":"2026-05-21T09:08:29","modified_gmt":"2026-05-21T07:08:29","slug":"amateur-error-delays-major-10111-upgrade-project-in-south-africa","status":"publish","type":"post","link":"https:\/\/mybroadband.co.za\/news\/security\/648848-amateur-error-delays-major-10111-upgrade-project-in-south-africa.html","title":{"rendered":"Amateur error delays major 10111 upgrade project in South Africa"},"content":{"rendered":"\n<p>Communications minister Solly Malatsi has revealed that a simple administrative error led to the failure to extend the validity of a long-running tender bidding process for a 10111 Integrated Management System.<\/p>\n\n\n\n<p>The State Information Technology Agency (SITA) published a Request for Proposal (RFP)<strong> <\/strong>in 2024 seeking a service provider to architect, develop, and test an advanced IMS for the police.<\/p>\n\n\n\n<p>In the RFP, SITA noted that the South African Police Service (SAPS) lacked a single integrated system to manage the registration of reported incidents.<\/p>\n\n\n\n<p>&#8220;The management of reported incidents is performed by different systems on various technology platforms,&#8221; it said.<\/p>\n\n\n\n<p>In addition, it pointed out that the technology on certain systems was outdated and no longer supported on the development platform provided by Cisco Systems.<\/p>\n\n\n\n<p>Therefore, the system needed an upgrade to enable SAPS to perform its duties effectively in managing, registering, and dispatching incidents reported through 10111.<\/p>\n\n\n\n<p>Minister Malatsi confirmed a blunder in the administration of the tender in response to a recent question in Parliament from Freedom Front Plus MP Heloise Denner. <\/p>\n\n\n\n<p>Denner wanted to know whether the Request for Proposal 3065-2024 issued by the State Information Technology Agency (SITA) for the contract was extended before its expiry date on 18 January 2026.<\/p>\n\n\n\n<p>If not, she wanted Malatsi to give reasons that the extension was not secured before the deadline and whether the bid had consequently lapsed and would be cancelled and re-advertised. <\/p>\n\n\n\n<p>Denner also asked what support and maintenance arrangements were in place for the existing national 10111 telephone platform and whether the system was fully operational nationwide.<\/p>\n\n\n\n<p>Malatsi confirmed that the bid validity period was not formally extended prior to its expiry date, as an official tasked with sending the validity extension letters to bidders failed to do so before the bid expired.<\/p>\n\n\n\n<p>&#8220;Consequence management will be applied to avoid similar instances in the future,&#8221; the minister stated, while confirming the bid validity had expired.<\/p>\n\n\n\n<p>&#8220;There is no legal basis that the adjudication process should continue because the expiry of bid validity always results in a bid cancellation,&#8221; the minister said.<\/p>\n\n\n\n<p>Malatsi said the existing 10111 system was nationally operational, and SITA and SAPS had put in place maintenance and support arrangements to keep it stable despite its software being at end-of-life.<\/p>\n\n\n\n<p>Malatsi said the accounting officer had not yet informed the National Treasury of the bid&#8217;s status, as the audit process was only recently concluded.<\/p>\n\n\n\n<p>&#8220;The National Treasury will only be notified once the cancellation process has been finalised,&#8221; Malatsi said.<\/p>\n\n\n\n<p>The minister added that no corrective action was taken because there were no operational risks associated with the 10111 system. <\/p>\n\n\n\n<p>&#8220;SITA continues to proactively support and effectively maintain the national 10111 telephony system,&#8221;
